NO - TO UKRAINE’S ENTRY INTO NATO!
STATEMENT OF THE ODESSA REGIONAL COMMITTEE OF THE ALL-UNION COMMUNIST PARTY OF BOLSHEVIKS
At the present time, the reactionary circles of the Ukrainian bourgeoisie are putting forth the idea of Ukraine’s entry into NATO and the formation on the territory of our country American-NATO military bases.
With the arrival to power of president V. Yushchenko, the process of drawing Ukraine into NATO has considerably grown. The main aim of Ukraine’s entry into NATO - is the surrounding of Russia by US-NATO military bases and groups of various troop formations in order to dictate to the Russian government its own policies. That is to say- they are aiming to set against each other two brotherly peoples - Ukrainian and Russian.
The planned international military-naval exercises “Sea Breeze 2007” in Odessky and Nikolaevsky regions signifies non other than an invasion into the territory of Ukraine and the beginning of its occupation.
The Odessky regional organisation of the AUCPB is categorically against Ukraine’s entry into NATO and the deployment of NATO military bases in Odessa and Odessa navel port.
Communists - Bolsheviks call on the working people of Odessa, Odessky and Nikolaevsky regions to raise their voices against any kind of cooperation by the local authorities and their “orange” circles with NATO, against the intrigues of the bourgeoisie directed towards the betrayal of the interests of our people to US-NATO imperialism.
We call on the working people to take the most active participation in all anti-NATO events, actions and referendums being carried out by the Communist Party of Ukraine (CPU), Progressive Socialist Party of Ukraine (PSPU) and other political forces of anti-NATO direction.

THE SIGNIFICANCE OF THE PYONGYANG DECLARATION
April 20, 1992 in Pyongyang during the celebration of the 80TH Birthday of the Great Leader Comrade of Kim Il Sung, political parties and national liberation movements of the world, arrived in Pyongyang to celebrate, adopted a joint declaration "to defend and advance the cause of socialism". Since then, the Pyongyang Declaration has been signed by the leaders of more than 70 parties. Today, more than 260 leaders of parties and national liberation movements of the world have signed it.
The significance of the Pyongyang Declaration in advancing civilization is ever more a brighter prospect over time. Today its is almost certain that the Pyongyang Declaration has provided a second time breath to socialist civilization in the most difficult, blackest pages of history of society lays on the road to communist formation. This is due to the collapse of the USSR, betrayal of the interests of the people of the upper ruling party, the Communist Party of the Soviet Union (CPSU), with the signing by the three thieves, the three political terrorists - Yeltsin, Kravchuk and Shushkevich ("Presidents" of three union republics of the USSR) act on the dissolution of the USSR de-yure. This act by the Trinity conspiracy gang in Belovezhsky Pushe in Viskulyah caused a tremendous blow to socialism as a whole.
The Western media and especially the United States, fabricating and publishing millions of editions of malicious falsehoods of the pro-fascist Solzhenitsen "inveterate liar and traitor of the country receiving from the United States huge payouts for his literary filth and defamatory speeches in the West against the Soviet Union, and other such “composers” like him, like Edik Radzinsky etc., traitorous sell-out trash authors by making "historic" films-falsehoods, juggling historical facts concerning life in our country, sowing uncertainty of the socialist perspective for many fragile people, thereby creating ungrounded false theories about the alleged social-imperialism as the political system in the Soviet Union and so on, has dispelled the ranks of supporters of socialism in the world.
In these circumstances, in the period of anticommunist hysteria, and the fall of all that is linked to the communist ideology, the Pyongyang Declaration has become the torch of progressive peoples of the world to free themselves from imperialist slavery. This torch, lit in April 1992, ever brighter and brighter smouldered in the hands of the continuer of the cause of the Great Leader, - Comrade Kim Jong Il, who has demonstrated in practice all over the world the enormous benefits of the socialist system in comparison with the rotten system of imperialism, which has transformed MAN himself - the crown of nature, into a commodity, an object of purchase and sale, and object of abuse and neglect of human dignity.
SONGUN policy proclaimed by Comrade Kim Jong Il as the state policy with priority to strengthening the country's defence, and the increasing importance of the ARMY in the construction of a socialist society, all vividly showed that a socialist country, even a very small one compared to the huge, bewildered by the blood and violence imperialist world, can survive under extraordinarily difficult circumstances and sophisticated constant military pressure on it by the imperialist world leaders. SONGUN politics in practice proved that a small young powerful socialist country can defend itself having stood flush with the powerful nuclear powers of the world and significantly and advance the cause of building a socialist prosperous state on their own.
The socialist state of North Korea, established by the will of the people, for the sake of the people's welfare and prosperity of the nation, focusing on man, such a powerful state like sturdy as an oak tree, which no storm can pull from the ground, no storm, as a nation and like an oak tree, is an inexhaustible force of the Earth, united with the people into a single monolith, on which the worst provocation of world imperialism fell.
The Pyongyang Declaration has become a powerful and concrete plan to cast off the shackles of imperialist slavery in Latin America. Today we see the United States every day losing its previous domination in the region of the world, deprived of the opportunity to continue plundering the national heritage of the region through its rich natural resources.
Analysing the strong pace of Socialist Korea, we surely agree that the objectives of the Pyongyang Declaration, have been successfully implemented under the guidance of leader Comrade Kim Jong Il.
We believe that descendants after having cast away their yoke of imperialism will with dignity judge the significance of the Pyongyang Declaration for the destiny of the world.

NINTH CONFERENCE FOR THE NEW COLOMBIA, FOR THE GREAT MOTHER LAND AND FOR SOCIALISM!
POLITICAL DECLARATION
We give greetings to the Colombian people and inform you of the successful carrying out of our Ninth National Conference, which was prepared and took place in spite of the despicable increase and the actions of the gringo troops in the national territory and of the operations of the so-called Plan Colombia that, as it is known, it is mainly directed against the civil population.
We have concluded that today, just as it has been throughout the last century, the White House decides the essential policies of our country, imposes its conception of State, it elaborates, designs and directs the strategies and plans of the public force as well as the fundamental rules for the finances, the industry and commerce of Colombia, and that in face with these circumstances the different governments have remained on their knees and the presidents have tolerated this as true ‘cipayos’ (traitors).
Today, as during the XX century, the country is going through a deep crisis which effects strike not the rich but the common people through the day to day economic, social, military and moral violence which is the consequence of a corrupt political ordering, barely justified by a deceitful electoral system and by a great ordinary and manipulated press.
Today, just as always, the natives, peasants, settlers and the different afro-descendent communities undergo the criminal attack of landowners and large estate owners who seek their land no matter what it takes.
Today, as it has happened for a half century, the owners of power, of the great ranches and money, organize bands of criminals in charge of attacking the people and seeding terror in the population, bands that operate side by side and are siamese to the official police and military forces, in order to secure themselves in government for eternity, now nourished with the never ending finances of the drug trafficking thus conforming a paramilitary and mobster State of fascist characteristics. For all this, today, as it was half a century ago, the illegitimacy of the Regime and the State terror give relevance to the popular uprising and validate before the world the sacred right to rebellion of the Colombian people.
The currently undergoing process known as para-politics demonstrates the deep and solid links between political power, militarism, administrative corruption and drug trafficking, just as years back the deep roots of the mafia capos Pablo Escobar Gaviria, don Berna and the Castaño Gil brothers had been evident in the regional policy when Alvaro Uribe was Mayor of Medellín, Governor of Antioquia and Director of the Civil Aeronautics Department, when they brought the Israeli mercenaries and when they formed the Convivir groups, that shameless articulation was visible as well during the so-called process 8000. It happens that Colombia has always been governed in such bad way.
With the Ralito farce the oligarchy wanted to hide the increased power of the mafias embedded in the State apparatus, to flood the national market with their narco-dollars and to obtain impunity for some capos protected in a legality approved in parliament by the paramilitary themselves with the laborious and invaluable aid of the national government and the Uribismo.
The deep crisis facing the traditional parties and the State institutions is a reflection of the serious existing economic and social imbalances that can only be overcome when we are able among the majorities to forge new relations based on principles of sovereignty, true democracy, social justice and administrative ethics that can withstand any test.
But the crisis will persist and it will increase so long as the mercenary gringo troops and their Generals are the ones who sustain the Colombian institutions; so long as the paramilitary strategy is the back bone of the State and it imposes directives through their puppets in the 3 branches of public power; so long as the pillage of the land of natives, afro-descendents, settlers and peasants persist and with it the displacements; so long as neo-liberalism is the official strategy and the State companies continue to be privatized as they want to do now with ECOPETROL, which we all must prevent as an act of dignity and defence of the collective patrimony; so long as the DANE (National Statistics Department) continues acting as the department of manipulation and deceit; so long as corruption and personal enrichment are the governing principle of policy in Colombia.
The FARC-EP maintain the flag for the political solution to the crisis raised high, that with the participation of the majority of Colombians, it can define with sovereignty the construction of a new institutional government as that indicated in the Bolivarian platform for the new Colombia that can set the country on the path towards the full exercise of all its democratic and progressive potential.
Within that same spirit we reiterate our proposal for the exchange of political prisoners.
In order to initiate conversations it is essential that the State offers the necessary guarantees. The justification not to grant them only hides the vindictive spirit of a government incapable to accept the reality of the confrontation, a government that recklessly plays with the freedom and the life of the prisoners and is selfish with the future of the Mother country.
Plan Colombia and Patriotic Plan have failed and they have only served to facilitate greater interference and presence of the gringo government in our country, to increase repression and terror towards the civil dissidents of the Regime, to feed even more those corrupt ones at the administration, to subjugate the mass media and to militarize the national life.
The Ninth Guerrilla Conference reiterates, once again, FARC’s oath to struggle for a Colombia democratic, sovereign and with social justice. Our will to contribute to reach that objective has intensified at the heat of the current confrontation. The balance in regards to the fulfillment of the plans set for at the Eighth Conference is positive; our political and military force has increased, this fact cannot be hidden from the Colombians who are not satisfied with the official information on dead, prisoner and deserter guerrillas. Our force is active and mighty in all the national territory, the country and the international community are aware of it.
We will continue developing the clandestine building of the Bolivarian movement for the New Colombia as a vital tool that takes our political proposal to the masses, to organize yearnings and dreams around actions and daily tasks in all sectors that want to conquer them.
We will persist in the organization and strengthening of the Clandestine Communist Party as an indispensable instrument in the struggle for power and for the construction of the new Mother country.
We will continue tirelessly in our effort for the broadest unity against State Terrorism, the outrageous gringo interference, the abominable neo-liberalism, the curse of large landholdings and the cancer of corruption, as we will continue in our efforts to meet with all those who struggle in search for the same objectives in different scenarios and modalities. We will persist in our commitment with popular and democratic unity for the new Mother country. No truly democratic, patriotic solution, of deep popular content to the national crisis, will be able to progress in our country without the total participation of the FARC.
We maintain current our direction to strengthen all the methods of direct democracy that allow the community in each locality, district, small village, municipality, etc., to impose their will over those who only seek their personal benefit using the government institutions.
We salute the members of the guerrilla, the Bolivarian militias, those disabled by the war, the relatives of the fallen guerrillas, to the prisoners of war, to Sonia and Simón, the members of the Bolivarian groups, the clandestine cells, to our friends, all the members of the different popular organizations and unions of struggle, to those convinced of the need for the exchange and the political solution. We invite you to redouble your efforts to overcome this black night of hatred, of wars, lies, retaliations and of State Terror personified in Alvaro Uribe who in an act of transparency and realism should resign until clarifying his personal links with para-militarism as well as to quantify the magnitude of the voting manipulated by capos, mayors, governors and para-military congressmen that allowed him to be President.
We salute the peoples of Latin America and the Caribbean who flood the continent with renewed winds of democracy. We salute those presidents who, unlike the Colombian, with their independent attitude represent today the dignity of our peoples in face with the shameless gringo pretension of interference with our sovereign life. We salute the Continental Bolivarian Movement symbol of unity and struggle that vindicates the ideas of the Liberator as a torch that illuminates the anti-imperialist future of Latin America.
We will continue to struggle to build for Colombia, a just State that advances towards social equality and not that deepens the abyss between rich and poor, as does the current one. To reach a social system according with the realities of the XXI century, that vindicates our better traditions, values and wealth, that maintains alive the dignity of our people for self-determination and against imperial interference, for justice, Latin American solidarity and the relevance of the Bolivarian ideas to achieve for our peoples the greatest sum of happiness possible.

CAPITALISM HAS SNATCHED THE FUTURE AWAY FROM YOUNG PEOPLE OF THE EX-USSR
Young people from less well-off families are in an impasse now. If under socialism, "everywhere" was a road to young people, nowadays, with capitalist relations, there is no prospect.
The most important thing for a young worker is to have ones own "corner" - that is housing. But where can it be obtained, even though a one-room apartment, say, in Izhevsk (on the edge of the city) is now a minimum of 800,000 roubles? The average price of a house in our city (not new) is in the range of 1 million 800 thousand rubles. Where can a young welder, fitter or turner earn this money?
A mortgage is just for the affluent..Even those who receive 12,000 roubles a month (a good salary package for Izhevsk), must then pay for the housing all ones life like in a castle..The difference, however, is that there is slavery, and the bourgeoisie, in any case, would require money from the occupant of the apartment.
We go further. Education for young people means a lot.In the universities and colleges and even in establishments, previously known as polytechnical universities, anyway, with a few exceptions, dominated sciences. In Izhevsk, to gain higher or secondary-specialist education, for the year 15,000 to 60,000 roubles should be paid. The average wage in the capital of Udmurtia is approximately 8000-8500 roubles. This figure is from official sources, and probably inflated. It is necessary to note that young specialists generally receive less than their senior colleagues. While prices in Izhevsk on products and food items are not as high like in Moscow, Petersburg, Samara and in many northern and Siberian regions, the situation for working youth is still, as in the whole country, devastating. It turns out that one has to work only to get a diploma (in Soviet times everyone got them free, one only had to study!). Otherwise, one has to sit and remain dependent on their parents. It is not worth dreaming of buying a flat. It gets sometimes to the extent that some ungrateful children dream that their parents would die quickly, because only then could they become a full-fledged owner of housing. Crime grows. Some violent offspring of the parents kill them, just to get their housing.
We found out Izhevsk price of housing, education, and figures for the average wage. But I think that they do not differ very much from nationwide prices, since the living standards of Udmurtia is average compared to that in the other regions.
The third most important factor for young people is work. Now without acquaintances ("pulling strings"), and without large bribes even people who gained a "red" university diploma (Excellent) realise that finding a highly paid job is almost impossible. The "cosy places" have long gone to thick and uninspired people, and nagging sons of Putins, Fradkovyhs, Volkovs, Balakiny-officials bourgeoisie and others of the wealthy class, including the Jewish-Zionist clan.
Now these days, all those who aren’t lazy aspire to earn money on the backs of someone else’s misery. In order for the recruiting agency to lift a finger to search for work, you must pay an indefinite sum of money. Some organizations also take money when hiring. And many "sharashki" simply earn money from the unemployed. Promising work, these organisations now have rights to get the money. This is a vicious circle. So, the right to work in today's Russia is absent.
Let us compare. About today's situation, we have already spoken. Now let us remember what it was like under socialism, when there was no private ownership.
1) Prior to the collapse of the Soviet Union there were free dormitories, or just apartments immediately allocated to workers. In Izhevsk in the space of only a few years most of the housing in Ustinovsky district was rebuilt in an open field, which is home to more than 100,000 people. Even before the war, virtually the entire city was filled with wooden homes. During the years of the Stalin five-year plans and subsequent development, more than 70% of the housing stock is of brick and panel apartment buildings. Payment for apartments and utilities amounted to only pennies. There was no buying and selling of housing.
2) 2) Education in polytechs and higher learning institutions for students was of charge free. An academician prior to obtaining Ph.D. level obtained it without spending a penny on education.
3) There was no problem in finding work. The universities and technical schools distributed new graduates to different parts of the country. In some cases, a young specialist is given an apartment. Factories, and various enterprises did not throw people out onto the streets, but had a wide range of vacancies.
None of this has ever been seen in the United States, or in England or Sweden or in any other capitalist country.
Young people - working youth! If you want to fight for free apartments, education, a decent job, then enter the All-Union Bolshevik Young People’s Guard or the All-Union Communist Party of Bolsheviks, and work towards a socialist revolution! Only through a socialist revolution, and not elections can we recover the future!

CHILDREN'S "EXTREMISM" AND ADULT DICTATORSHIP
In schools in Zarechnoy town, Sverdlovsk region, Russia, militia raids will be conducted to identify "extremists" in the school environment.
The criteria for checking has not been disclosed. A representative of the police comes to the school and states that on a certain day in the school a commission is to be set up and will be inspecting the classes. The pupils have been told that bags that have the words "anarchy -is the mother of order" and "fuck the system" on them will be viewed as extremist.
Maybe the "law-enforcement agents" have another reason to take on the extremists ... are already for a second week walking about in "small groups” and whispering among themselves. The bourgeios authorities agreed to identify their opponents within the school. Well, a great impetus, as a further intimidation of young pupils further prospects for admission to higher education and the problems of their parents in the workplace, to discourage young people to talk and do something that does not fit into the framework of the false members of Russia’s “Unity” party (YedRos). Whose initiative was evident, the entire city council consists mainly of "YedRos" members who until the last drop of vodka care for calm in their city…
But we always say to young people : Do not be afraid of the bourgeois-police camarilla, though it is afraid of us. And the bourgeoisie are indeed afraid! Even illegible gothic markings on the bags and desks lead to terror. Be free people, and carry bags with such words, which express your civic position. STUDENT PROTESTS IN CHILE
During the mass protests organized by Chilean students on March 29 in Santiago and other cities, there were severe clashes with the police. The protesters pelted representatives of the authorities with stones and firebombs, and police used water cannons and tear gas against the protesters.
According to the media, the demonstration was attended by hundreds of people, and the police detained 475 people. According to official sources, a large number of juveniles were arrested for involvement in clashes with police near the presidential palace in the city centre.
The student protest was timed to mark the “Young Fighter Day"- the anniversary of the deaths of two young people killed in 1985 during demonstrations against the regime of Pinochet. The demonstrators demanded in Santiago, in particular, repair to public transport which had worsened after the city authorities had reduced the number of buses.
In May 2006, we reported that in Chile a nationwide school protest took place, which was attended by about 600,000 people. Then, the demands of the striker were for increased funding of secondary schools, the abolition of fees for entrance exams to universities and free travel on public transport for students. The authorities had to make concessions.

IN VENEZUELA A SOCIALIST ECONOMY IS BEING FORMED
Speaking on radio, the President of Venezuela, Hugo Chavez announced the imminent introduction in the country through constitutional reforms, socialist collective ownership.
The Chavez government will soon take control of large landholdings that were deemed unusable, and distribute plots among the poor. The President stressed that the collective property should be profitable for all workers on the basis of equal rights:
"This property belongs to all, and should be profitable for all. Under no circumstance must production yield returns go only to one person or a small group of individuals, while the rest of the people continue to live in poverty."
In the framework of the upcoming agrarian reform, the government should nationalize 740000 acres of land and redistribute land among the poor.
The government's advisers are preparing reforms, which must be state-owned enterprises, the profits of which must be distributed among workers. Currently, the Venezuelan government is financing many cooperatives, but their infrastructure and the land is not public domain.
In addition to agrarian reform, the government increased state control over production and sale of oil and gas, as well as nationalised telecommunications companies and the energy sector. It is expected to impose additional taxes on the rich

REFLECTIONS BY THE COMMANDER IN CHIEF
THE TRAGEDY THREATENING OUR SPECIES
I cannot speak as an economist or a scientist. I simply speak as a politician who wishes to unravel the economists’ and scientists’ arguments one way or another. I also try to sense the motivations of each one of those who make statements on these matters. Just twenty-two years ago, here in Havana, we had a great number of meetings with political, union, peasant and student leaders invited to our country as representatives of these sectors. They all agreed that the most important problem at that time was the enormous foreign debt accumulated by the nations of Latin America in 1985. That debt amounted to 350 billion dollars. The dollar then had a higher purchasing power than it does today.
A copy of the outcome of those meetings was sent to all the world governments, of course with some exceptions, because it might have seemed insulting. At that time, the petrodollars had flooded the market and the large transnational banks were virtually demanding that the countries accept high loans. Needless to say, the people responsible for the economy had taken on those commitments without consulting anybody. That period coincided with the presence of the most repressive and bloody governments this continent has ever suffered, installed by imperialism. Large sums were spent on weapons, luxuries and consumer goods. The subsequent debt grew to 800 billion dollars while today’s catastrophic dangers were being hatched, the dangers that weigh upon a population that doubled in just two decades and along with it, the number of those condemned to a life of extreme poverty. Today, in the Latin American region, the difference between the most favored population and the one with the lowest income is the greatest in the world.
Many years before the subjects of today’s debates were center stage, the struggles of the Third World focused on equally agonizing problems like the unequal exchange. Year after year it was discovered that the price of the industrialized nations’ exports, usually manufactured with our raw materials, would unilaterally grow while our basic exports remained unchanged. The price of coffee and cacao, just to mention two examples, was approximately 2,000 dollars a ton. A cup of coffee or a chocolate milkshake could be bought in cities like New York for a few cents; today, these cost several dollars, perhaps 30 or 40 times what they cost back then. Today, the purchase of a tractor, a truck or medical equipment require several times the volume of products that was needed to import them back then; jute, henequen and other Third World produced fibers that were substituted by synthetic ones succumbed to the same fate. In the meantime, tanned hides, rubber and natural fibers used in many textiles were being replaced by synthetic materials derived from the sophisticated petrochemical industry while sugar prices hit rock bottom, crushed by the large subsidies granted by the industrialized countries to their agricultural sector.
The former colonies or neocolonies that had been promised a glowing future after World War II had not yet awakened from the Bretton Woods dream. From top to bottom, the system had been designed for exploitation and plundering.
When consciousness was beginning to be roused, the other extremely adverse factors had not yet surfaced, such as the undreamed-of squandering of energy that industrialized countries had fallen prey to. They were paying less than two dollars a barrel of oil. The source of fuel, with the exception of the United States where it was very abundant, was basically in Third World countries, chiefly in the Middle East but also in Mexico, Venezuela, and later in Africa. But not all of the countries that by virtue of yet another white lie classified as “developing countries” were oil producers, since 82 of them are among the poorest and as a rule they must import oil. A terrible situation awaits them if food stuffs are to be transformed into biofuels or agrifuels, as the peasant and native movements in our region prefer to call them.
Thirty years ago, the idea of global warming hanging over our species’ life like a sword of Damocles was not even known by the immense majority of the inhabitants of our planet; even today there is great ignorance and confusion about these issues. If we listen to the spokesmen of the transnationals and their media, we are living in the best of all possible worlds: an economy ruled by the market, plus transnational capital, plus sophisticated technology equals a constant growth of productivity, higher GDP, higher living standards and every dream of the human species come true; the state should not interfere with anything, it should not even exist, other than as an instrument of the large financial capital.
But reality is hard-headed. Germany, one of the most highly industrialized countries in the world, loses sleep over its 10 percent unemployment. The toughest and least attractive jobs are taken by immigrants who, desperate in their growing poverty, break into industrialized Europe through any possible chink. Apparently, nobody is taking note of the number of inhabitants on our planet, growing precisely in the undeveloped countries.
More than 700 representatives of social organizations have just been meeting in Havana to discuss various issues raised in this reflection. Many of them set out their points of view and left indelible impressions on us. There is plenty of material to reflect upon as well as new events happening every day.
Even now, as a consequence of liberating a terrorist monster, two young men, who were fulfilling their legal duty in the Active Military Service, anxious to taste consumerism in the United States, hijacked a bus, crashed through one of the doors of the domestic flights terminal at the airport, drove up to a civilian aircraft and got on board with their hostages, demanding to be taken to the United States. A few days earlier, they had killed a soldier, who was standing guard, to steal two automatic weapons, and in the plane they fired four shots that killed a brave officer who, unarmed and held hostage in the bus, had attempted to prevent the plane’s hijacking. The impunity and the material gains that have rewarded any violent action against Cuba during the last half-century encourage such events. It had been many months since we had such an incident. All it needed was setting a notorious terrorist free and once again death come calling at our door. The perpetrators have not gone on trial yet because, in the course of events, both were wounded; one of them was shot by the other as he fired inside the plane, while they were struggling with the heroic army officer. Now, many people abroad are waiting for the reaction of our Courts and of the Council of State, while our people here are deeply outraged with these events. We really need a large dose of calmness and sangfroid to confront these problems.
The apocalyptic head of the empire declared more than five years ago that the United States armed forces had to be on the ready to make pre-emptive attacks on 60 or more countries in the world; nothing less than one third of the international community. Apparently, he is not satisfied with the death, the torture and the uprooting of millions of people to seize their natural resources and the product of their labors.
Meanwhile, the impressive international meeting that just concluded in Havana reaffirmed my personal conviction: every evil idea must be submitted to devastating criticism, avoiding any concession.

WORKERS OF “IZHMASH” WON WITH THE HELP OF A STRIKE
"Strike! - that was the call made by workers-small arms manufacturers of “Izhmash” factory on one April day this year. Early one morning on the factory territory a spontaneous rally broke out. The workers-weapons builders downed tools. The female workers were the initiators of the rally and strike. They were supported the men workers. The meeting lasted one and a half hours. The workers demanded wage increases, and the ending of delayed payments. The bosses-bourgeoisie saw that the mood of the workers was very militant. The management of the weapons factory were starting to feel rather nervous. Rather! The Venezuelan order was under threat. And then, the management had to give in. After a brief meeting, the management promised to pay the workers on time and raise it to start with by 1,000 roubles. Ironically the management kept its word. After some time, workers received a higher salary together with the money that was held in arrears. A small victory, but nevertheless, a victory!
The official media did not know about the strike, because "Izhmash" kept this information very secret. But it could not be hidden for long! The Izhevsk Bolsheviks in the weapons factory have their own source of information.
Not least of which were strike leaflets of the Izhevsk town committee of the All-Union Communist Party of Bolsheviks, which had been pasted at the entrances into "Izhmash" at the end of March. They called for strike action.

We must not stop here. You must continue to fight for your rights. You should, in your own interests strike against the ugly conditions in the weapons factory, the poor working conditions. he production areas are not being repaired, the roof is leaking! This cannot be further tolerated! Take strike action! Strike until they put your jobs in order. The Chiefs are malleable and can be made to agrees under pressure of the workers to agree to their demands. The bourgeoisie are afraid of losing Venezuelan and Libyan orders.

1. ADVICE TO REBELLING WORKERS
Comrades! Street battles of the risen workers against the army and police has begun. In this struggle many of our brothers, fighters for freedom may be lost if all of you will not adhere to some rules . The fighting organization at the Moscow Committee of the Russian Social Democratic Labour Party hastens to specify to you these rules and asks you to follow them strictly.
1. The main rule - do not operate as a crowd. Operate in small groups, with three - four people and no more. Let there be as many of these groups as possible. And let each of them will be trained to attack quickly and then quickly disappear. The police try to shoot thousand-strong crowds using a hundred or so cossacks. You, against a hundred cossacks place one or two shooters. To shoot at a hundred cossacks is easier, than cossacks trying to shoot one person especially if this one fighter suddenly shoots a cossack and then quickly disappears from the scene. Police and armies will be powerless if all Moscow will become covered by these small imperceptible groups.
2. Besides comrades, do not occupy the strengthened places. Their army will always manage to take them or simply to destroy them with artillery. Let our fortresses be double-exit courtyards and all places from which it is easy to shoot and easy to leave. If such places are also taken, they will not find anybody there, and they will lose a lot. It is impossible to take them all, because for this purpose each house needs to be occupied by cossacks.
3. Therefore, comrades if someone calls on you as a big crowd to take a strengthened place (building or other.kc.) (to launch attacks on security forces, k.c.), consider that person a fool or a provocateur. If the person is a fool - do not listen, if the person is provocateur - kill him. Always emphasise to everyone that it is more favourable for us to operate alone or in twos or threes and that that it is beneficial for the police to shoot us by the thousands.
4. Avoid also going now to large meetings. We shall see them soon in the free state, but now it is necessary to be at war and only to be at war. The government perfectly understands this and also uses our meetings to beat and disarm us.
5. It is better to gather small number of people for fighting meetings, each fighter in their own area, and at the first appearance of troops, disperse around the courtyard. From the courtyard shoot, throw stones at the cossacks, then get to the next courtyard and leave.
6. Strictly distinguish your conscious enemies from nonconscious, casual enemies. Destroy the first - spare the second. Do not touch infantry whenever possible. Soldiers are children of people and on their own will, won't go against the people. Officers and higher ranking military leaders will poison their minds and torment them. You also need to direct your energies against these officers and chiefs. Each officer ordering soldiers to beat workers, is an enemy of the people and is put outside of the law. Certainly kill him.
7. Have no pity on Cossacks. There is a lot of the people's blood on their hands: they are the usual enemies of workers. Let them leave for their territories where they have land and families, or let them sit it in desperation in their barracks, - do not touch them there. But as soon as they put a foot on the street, - on horse or as pedestrians, armed or unarmed, - look at them as the most malicious enemies and destroy them without mercy.

9. In the struggle against the police act in the following way. All upper ranks, up to police officer inclusive, kill at any opportunity. Lower ranks need to be disarmed and arrested, but those who are known for their cruelty and meanness, kill them too. From policemen, only take away their weapon and force them to serve not the police, but us.
10. Forbid yard keepers to lock gates. It is very important. Watch them and those who will not listen for the first time beat, and the second - kill. Force yard keepers to serve alongside us, instead of the police. Then each courtyard will be our refuge and an ambush. Here the main rules, comrades. In following leaflets the fighting organization will give you some more advice on how to be protect yourself, how to attack, how to build barricades. Now we shall say some words about something else.
Remember, comrades, that we wish not only to destroy the old system, but also to create new one in which each citizen will be free from all violence. Therefore now take on the task of protecting all citizens, defend them, make the old police force unnecessary which under the pretext of public silence and calmness violates the poor, puts us in prisons, arranges Black Hundred pogroms.
Our immediate task, comrades is to transfer the city over into the hands of people. We shall begin with the surburbs, we shall seize one part after another. In the seized areas we now shall establish the elective management, we shall set up our orders, an 8-hour working day, surtax, etc. We shall prove, that under our management public life will flow better, the life, freedom and the rights of everyone will protected more than we have now. Therefore, being at war and destroying, you remember the future role and study to be those who will organize and supervise.
