ON THE 63RD ANNIVERSARY OF THE GREAT VICTORY
The Great Fatherland War differs from all other wars in world history not only because of the sheer scale of human, military, material, technical and economic resources, but primarily by the fact that this was a war of two opposite in polarity ideologies, the steadily gaining world authority of socialism which had been gathering strength, and the extreme reactionary ideology of world imperialism, fascism.
From the appeasement of the leading capitalist powers, relying on the formed in 1936 -1937 aggressive tri-axis, Germany -Italy-Japan, in the second half of the 1930-s, German fascism began implementing its expansionist plans. In March 1938, Germany invaded Austria, a year later, Czechoslovakia, 1st September 1939 having attacked Poland, it unleashed the second world war.
The war inevidably approached the borders of the USSR.
In the period of the growing fascist threat in Europe, the AUCP(b) and Soviet government under the leadership of J.V. Stalin placed a lot of effort in unmasking fascism and its accomplices, the so-called “Western democracies, and simultaneously for the organizing of a broad popular front against the impending fascist aggression. Only after when the Western democracies from the very outset aimed at directing German aggression against the Soviet Union, made straight deals with Hitler behind the back of the USSR, did Stalin believe it necessary sign a non-aggression pact with Germany (23/08/1939), teaching the western politicians a lesson and winning time for preparing the country for defence.
As a result of signing the Non-Aggression Pact the borders of the USSR were moved 300 km to the West and the Hitlerite invasion into the Soviet Union delayed by 1.5 years. At the same time, the Bolshevik party conducted a lot of organizational work on preparing for war. The 18th Conference of the of the AUCP(b) (February 1941) adopted an entire program of concrete measures on the country's defence capability, especially in the preparation of industry and transport to the conditions of wartime.
Thanks to the socialist transformations and as a result of the fulfillment of plans of the first Stalinist five-year plans, a powerful socialist economic basis was formed: a first class socialist heavy industry and collectivized, mechanized agriculture, unemployment was liquidated, conditions for a constant growth of material and cultural level of the working people of our country were created.
Our country in which before the revolution 60% of men and 83% of women between the age of 9 and 49 could neither read nor write, scores of peoples did not have their own literature, during the 20 post revolution years, the country had become the most literate and well read in the world. Thus, in 1930, the percentage of literacy in the population of the USSR stood at 62%. In the institutes of higher learning, there were 190 thousand graduates. In 1940, 812 thousand students were studying at 817 institutes and 975 thousand students were studying at 3773 technical schools. During the 1940-s, the country had already a high level of education which provided a head start in scientific-technological progress in all spheres of the economy, military affairs, guaranteed high achievements in areas of culture and art. Socialist consciousness of the Soviet people grew and strengthened.
Recognition of the impending threat of war united the Soviet people, reinforced the certainty in the fact that only by common efforts can the country be prepared for future tests and give a dignified rebuff to the aggressor.
Under the leadership of the party and government, the defence industry had been to the upmost strengthened and was set up in the centre of the country (in the regions of the Urals and Siberia) a new military-industrial base, inaccessible to the air strikes of the aggressor neither from the West nor the East.
The correctly organized military-patriotic work allowed for the widely unfurling mass military training, when every citizen aimed to gain a military specialty and in actual affairs prove that the defence of the Motherland – is his sacred duty.
In the prewar years, much was done in the sphere of rearming, reorganizing the Red Army (RKKA) and Red Navy (RKKF), training and educating the staff.
The Great Fatherland War was an unseen test of endurance for the Soviet state and the socialist system. Not just to withstand but also defeat the army of the enemy which had enslaved all of Europe, the army which the entire economic and military potential worked for, only a people could in possession of great courage and Soviet patriotic consciousness.
Despite the fact that in the Second World War other countries of the anti-Hitler coalition took part, the main brunt of the military test was born by the Soviet Union.
By 22 June 1941, the following countries had been occupied by Germany: France, Czechoslovakia, Austria, Poland, Denmark, Belgium, Greece, Holland, Luxembourg and Norway. The entire potential of the Hitlerite war machine was hurled at the USSR. By the start of the war, fascist Germany, taking into account of the troops of the satellites, concentrated against the USSR 190 divisions, possessing at the same time in North Africa 9 divisions (4.7%); in April, on the Soviet-German front there were 233 divisions of the countries of the fascist bloc, and 14 divisions at the front in North Africa. Before summer 1944, on the territory of the USSR there were 18 –20 times more German troops fighting than in other fronts where the US and British troops were in action.
US president Roosevelt wrote at the end of the war that from the viewpoint of large-scale strategy it would be hard to disregard an obvious fact that the Russian armies destroyed more soldiers and arms of the opponent than all the remaining 25 states of the UN taken together.
Millions of Soviet people in the Great Fatherland War sacrificed themselves and endured brutal tests, defending the real social gains of the proletarian revolution implemented between 1917 and 1941. By defending the Soviet Motherland, they defended the right to work, free education, free healthcare, guaranteed rest, unlimited access to a treasure house of world culture, unseen all-round development of the national outskirts, a socialist future.
The international character of the defence of the socialist Fatherland, and also the high patriotic consciousness of all the peoples of the USSR is confirmed by the rewards issued to distinguished fighters. 7300000 soldiers, awarded with Orders and Medals, 11603 Heroes of the Soviet Union (of them, 104 were twice awarded, and three, three times awarded), 2500 full cavaliers of the Order of Glory, fighter pilots completed 600 air raids, 470 fighters closed with their own bodies the embrasures of pillboxes. Among them were Russians, Belorussians, Ukrainians, Kazakhs, Armenians, Georgians, Azerbaizhanians, Kirgizes, Tadzhiks and other representatives of the peoples of the USSR.
Victory in the Great Fatherland War, was achieved by the Soviet people and their Armed Forces at a high price. The irretrievable military losses amounted to 8668400 people, and the total human loss amount to 20 – 22 million people. One third of the country's national wealth was used up in the war. 65 thousand km of railway were destroyed, hundreds and thousands of factories, collective and state farms werr destroyed along with tens of millions of cattle, 1710 towns and villages were destroyed and burnt to the ground, more than 70 thousand small villages and hamlets were destroyed and 25 million Soviet people left without blood.
Western economists predicted that it would take the Soviet Union 50 – 75 years to restore its destroyed economy to the pre-war level of economic development. Despite these predictions, by the end of 1950, the period of restoration was in the main complete. The Soviet people having withstood the fire of the Great Fatherland War, under the leadership of the party of Bolsheviks headed by J.V. Stalin, carried out the task of restoring the economy.

AN ADDRESS TO THE PEOPLE
MAY 9, 1945
Comrades! Fellow countrymen and countrywomen!
The great day of victory over Germany has arrived. Fascist Germany, forced to her knees by the Red Army and the troops of our Allies, has admitted defeat and has announced her unconditional surrender.
On May 7 a preliminary act of surrender was signed in Rheims. On May 8, in Berlin, representatives of the German High Command, in the presence of representatives of the Supreme Command of the Allied troops and of the Supreme Command of the Soviet troops, signed the final act of surrender, which came into effect at 24 hours on May 8.
Knowing the wolfish habits of the German rulers who regard treaties and agreements as scraps of paper, we have no grounds for accepting their word. Nevertheless, this morning, the German troops, in conformity with the act of surrender, began en masse to lay down their arms and surrender to our troops. This is not a scrap of paper. It is the actual capitulation of the armed forces of Germany. True, one group of German troops in the region of Czechoslovakia still refuses to surrender, but I hope the Red Army will succeed in bringing it to its senses.
We now have full grounds for saying that the historic day of the final defeat of Germany, the day of our people's great victory over German imperialism, has arrived.
The great sacrifices we have made for the freedom and independence of our country, the incalculable privation and suffering our people have endured during the war, our intense labours in the rear and at the front, laid at the altar of our motherland, have not been in vain; they have been crowned by complete victory over the enemy. The ago-long struggle of the Slavonic peoples for their existence and independence has ended in victory over the German aggressors and German tyranny.
Henceforth, the great banner of the freedom of the peoples and peace between the peoples will fly over Europe.
Three years ago Hitler publicly stated that his task included the dismemberment of the Soviet Union and the severance from it of the Caucasus, the Ukraine, Byelorussia, the Baltic and other regions. He definitely said: "We shall destroy Russia so that she shall never be able to rise again." This was three years ago. But Hitler's insane ideas were fated to remain unrealized -- the course of the war scattered them to the winds like dust. Actually, the very opposite of what the Hitlerites dreamed of in their delirium occurred. Germany is utterly defeated. The German troops are surrendering. The Soviet Union is triumphant, although it has no intention of either dismembering or destroying Germany.
Comrades! Our Great Patriotic War has terminated in our complete victory. The period of war in Europe has closed. A period of peaceful development has been ushered in.
Congratulations on our victory, my dear fellow countrymen and countrywomen!
Glory to our heroic Red Army, which upheld the independence of our country and achieved victory over the enemy!
Glory to our great people, the victor people!

On May 8, 1945, in Berlin, representatives of the German High Command signed the act of unconditional surrender of the German armed forces.
The Great Patriotic War which the Soviet people waged against the German fascist aggressors has been brought to a triumphant conclusion; Germany is utterly defeated.
Comrades, Red Armymen, Red Navymen, non-commissioned officers, petty officers, officers of the Army and Navy, generals, admirals and marshals, I congratulate you on the victorious termination of our Great Patriotic War.
To mark our complete victory over Germany, today, May 9, Victory Day, at 22 hours, Moscow, the capital of our country, will on behalf of our country, salute the valiant troops of the Red Army and the ships and units of our Navy who achieved this brilliant victory with thirty artillery salvoes from one thousand guns.

ANOTHER MASS ATTACK ON BOLSHEVISM AND THE COMMUNIST MOVEMENT ON PART OF THE RULING POWER OF THE RUSSIAN FEDERATION
Bourgeois presidents replace each other – Yeltsin, Putin, Medvedyev. The policy of the ruling power in relation to the communist movement is becoming more mass, imputent and in separate incidents - pro-fascistic. The task of the powers to be lies in the destruction of the communist movement on the territory of the Russian Federation (RF) and the “rooting out of Bolshevism in all spheres of society (instruction made by ideologue of the counter-revolution, A Yakovlyev). Nowadays, this is being laid charge to a pro-Kremlin bourgeois party – the VKPB (futurists) All-Russia Communist Party of the Future (futurists), from which recently Tyulkin's RCWP (Russian Communist Workers' Party united itself with “in its practical activity.
At the amalgamation congress of Shenin's CPSU with Tyulkin's RCWP, on 19th April an announcement was made on the cessation of activity of the CPSU organisation in the RF. But the party nomenclature of the former CPSU, is an elusive, hardy public, and the desire of Shenin under any situation to always be up on the horse and higher than anyone, determined the forming of the next party upper structure, being run by communist parties (of neighbouring countries) in the face of the CPSU, under Shenin’s command. Tyulkin with his RCWP entered this revived in essence Union of Communist Parties-CPSU (SKP-KPSS) on past roles.
At this congress, talks took place also about the forming of a movement made up of the RCWP and the VKPB (Futurists) – the OOD “RCWP” (Common Russian Social Movement “Russian Communist Worker’s Prospects”) or in the Russian language: - (Obshyrossyskoe Obshestvennoe Dvizhenie “Rossisky Kommunistichesky Rabochy Perspektiv”). In the Resolution, the congress has written that it “approves the process of merging the positions and organisational forms of interaction of the RCWP-RPC (Russian Party of Communists) with the VKPB (futurists) and proposes to carry on this work on the basis of the OOD “RCWP” with the prospect of full unification into a single party.”
Thus, the next step will be the merging of the VKPB (futurists) with the RCWP and the emergence of a “United Communist Party of Russia” under the command of Kuvaev, (earlier there was talk about such prospects in the Statement of the VKPB (futurists) from 26.06.2007). Time will tell whether or not Kuvaev will be successful in attracting anyone into his web, with his party abbreviation stolen from the Bolsheviks, (i.e.VKPB (futurists) in Russian is spelled as ÂÊÏÁó, but the party of Bolsheviks – AUCPB led by Nina Andreeva, is also spelled in Russian as ÂÊÏÁ), along with using our slogans, our program thesis, and his “revolutionary” phrases-camouflages. But deceiving the people with the “communisticness” of the VKPB (futurists) will for a time have an influence on people since, speaking out under our party abbreviation, with our slogans and our program thesis, they nowadays would replace us and the people will find it very hard to figure this all out.
It seems that in front of the reanimated from a sleepy state VKPB (futurists) by Kuvaev, formed by the Kremlin back in 2004, have been placed the following tasks:
- To destroy Bolshevism via disinformation of the population and the members of the AUCPB (All-Union Communist Party of Bolsheviks – leader Nina Andreeva),
- To lead away the communist movement from the path of struggle for socialism, for the revival of the USSR and to put an end to the very movement itself,
- To replace the CPRF (Communist Party of the Russian Federation – leader Zyuganov) as having fulfilled its social-democratic task, making out the VKPB (futurists) to be a true revolutionary communist party in opposition to the regime,
- To discredit the communist idea itself being a huge difference between declared thesis and true actions of the leaders of their parties,
The CPRF, formed along district committee lists of the CPSU, by proposal of Gorbachev and Yakovlev, for the 15 years of its existence has shown itself to be a social-democratic party, having preferred the parliamentary method of struggle to be the sole method of struggle. In actual fact, it has assisted the regime in strengthening its steadfastness, enabled the adoption of an anti-peoples constitution and has therefore lost its authority in significant measure among the people. Therefore I assume that the Kremlin has decided to replace the CPRF with the VKPB (futurists), having come from out of the core of the CPRF but this is hard to understand for many people due to its revolutionary slogans and sharp criticism of the leadership of the CPRF. In other words, the Kremlin, having formed a new “communist” VKPB (futurists) had to deceive Soviet people and carry out a replacement of figures in the protest movement with the pushing forth of a newly appeared VKPB (futurists), widely utilising communist symbols, slogans of struggle even “for the removal of the bourgeoisie and their allies from power, socialising the means of production, and in the future the building of socialism, and further on, a communist society” (Statement at a meeting of activists of the Moscow city regional branch of the VKPB (futurists) from 26/06/2007).
In the Declaration of the participators of the Constituent assembly of the Moscow regional branch of the OOD “RCWP” (Common Russian Social Movement “Russian Communist Workers’ Prospects”) (25.04.2008), the Kuvaevists went a step further, having proclaimed all our slogans and calls on the people to be their own, even declared the “dictatorship of the proletariat to be the irreconcilable condition for socialist transformations, the liquidation of private ownership over the means of production and all forms of exploitation and oppression”. But the way in which intend to revive socialism – is a question that remains open. Words about “the revolutionary character of the transition from capitalism over to socialism” asserts only one of the truths of Marxism – the transition from the lower formation to a higher one always signifies a revolutionary change.
Despite the high sounding correct phrases and slogans, despite the political demagogy and deafening chattering, the Kuvaevists will naturally do nothing IN REALITY from everything declared by them, a party formed by the Kremlin in the interests of the ruling oligarchy. Really can it be true that the Kremlin leadership – the managers of oligarchic criminal capital decided to form in the Russian Federation a vanguard of the class enemy in the form of a new “communist”, yes and yet still a real revolutionary (judging by the Declarations) party, and what is more, fully maintain this party? It is interesting to note that even in the name of the website of the party, its true activity sticks out a mile, and namely: vkpb-zapad.narod.ru. Namely the word zapad translates from Russian into English as the word – the west. It is hard to imagine that somebody from the Russian communists would get an idea into his head about calling the website the “west”. Let us remember the cynical revelation of oligarch Deripaska, that an opposition is needed, but one that it has to be handy. Another opposition for them (the oligarchs) is in principle impossible. And here crawls out of his own skin, deputy of the State Duma of the RF of three terms, Mr Kuvaev, have served well the Kremlin sponsors and counting on a nice reward from the oligarchs for the forming of a communist - a “handy opposition” and for the destruction of everything that hinders the peaceful sleep of the ruling criminal world of the real power- the destruction of the communist , especially the Bolshevik ideology and its bearers. But ideology is impossible to either ban or destroy: in lives in the minds of people. This moreover concerns the communist (Bolshevik) ideology, the ideology of the future of humanity and its progress.
We also remember that the name itself of the newly baked pro-Kremlin party was “recommended an agreed upon with the officials of the Ministry of Justice of the RF” (Newspaper “Rossiyskaya Pravda” No 2, 2004). In the article, is confirmed that the “jealous desire of the newly-appeared “communists” to call their party VKPB (futurists) was not supported by those same officials of the Ministry of Justice for well-known reasons.
We shall touch upon the history of the forming of the VKPB (futurists). This organisation was born on 11 September 2004 in the throws of the search of their own party membership card holders. An unprecedented luring of everyone using money, who agreed to be on the list of the newly appeared VKPB (futurists). Everyone who agreed, was paid in the form of a large monetary reward. We had already spoken about this in the newspaper “Serp I Molot (Hammer and Sickle) No10, 2004, citing facts and documentation, proclaimed by one of the leaders of the CPRF and also by the fact that “in the search for members of the new party and its technical maintenance, the Kremlin administration threw in a lot of money” and the conclusion of the CPRF member was that the “party was being formed for the further splitting up of the communist movement”. And that is the way it is. The main part of the party was then made up of state officials of various ranks, and a group of “far leftists” from the CPRF who had split from the party together with Mr Kuvaev. Ivanovsky governor V. Tikhonov was designated as leader of the party by the Kremlin.
It needs to be noted that the constituent assembly of the VKPB (futurists) was prepared in a hurry and held in advance of a Meeting planned by us Bolsheviks on 16/11/2004 on the coordination of unification of all protest forces in the country. The Kremlin is keeping track of our work very well, the work of the Bolsheviks, and knew that we, from the start of 2004 had been making proposals and agreements with other parties of the communist movement on the subject matter, and time of the Meeting. On account of the hurry, I assume that a party Program was adopted at the congress of the VKPB (futurists) that was liberal-bourgeois in essence and mixed up. In his interview to journalists, the leader of the VKPB (futurists), Tikhonov declared after the Congress: “I understand the position of our president, and I am firmly convinced that an opposition is needed in every country. Otherwise, with the absence of an opposition this would be complete stagnation!.. From this point of view we are convinced that namely our party will be the opposition party”. (Ros. Pravda”, 2, 2004). From Tikhonov’s words it is clear that that the Kremlin created the necessary “opposition” and took to fully maintaining it...
Naturally, in the Program of such a party, the strata of Soviet history is completely absent from the period of 1924 to 1953.
In the post-congress Statement “About unity of actions of communist parties of the RF” with the slogan of the moment: “all forces of the party – to work with the masses!” and what is presented in the Program, the tasks the futurists are going to solve by way of “participation in the life of society by means of influencing the formation of the political will of citizens with the aim of winning political power”. It is asked, WHY and in the name of WHAT are the futurists intending to take from the power that created them and well maintains them, and WHAT is understood by “political will of the citizens”? This is not revealed in the Program. The main form of activity is defined as “participation in the social and political acts and also in the aims of representing interests of citizens in the organs of state power and organs of local authorities”. From this it follows that the formation of the VKPB (futurists) follows the aim of strengthening the Putinist verticals of power, with the aim of stabilizing the rule of the oligarchs in the conditions of a growing protest movement in the country.
The formation of the VKPB (futurists) – is an original idea of the Kremlin during the Putin period: the seizing of the initiative from all communist, patriotic and protest forces, taking on THEMSELVES (the Kremlin and the FSB (former KGB) via the VKPB (futurists) the functions of coordination of their actions, using with this, the widest bribing up of everyone who will go for this.
I think that it will be hard for them to do this without the prompting of the overseas political scientists.
At the Meeting that took place on 16/11/4 2004 A.A. Prigarin (RCP – CPSU) and A.V. Kryuchkov (RPC), V.A. Ampilov (Trudovaya Rossiya) and V.A. Tyulkin (RCWP) had practically turned their backs on the class position, on Marxism, having adopted the position of the VKPB (futurists). V.A. Tyulkin then abstained only from signing the political document of the Meeting on unification under the aegis of the VKPB (futurists) having referred to not knowing the membership of the party...
It seems to me that the reason for such class spinelessness of the communist leaders is in their desire to join the Kremlin feeding trough which the VKPB (futurists) presents itself as doing. One can draw a conclusion about the sliding into the bog of opportunism and the rejection of Marxism- Leninism of “communist” leaders already back in 2004.
We remember also that a little earlier than 29 February 2004, the CPSU (Communist Party of the Soviet Union) was revived for that same splitting up of the communist movement by the Kremlin and which today has now ceases to exist (19.04.2008). Neither the speculation on using the name of J.V. Stalin, or copying from our party program of the Bolsheviks an entire number of main points, nor the unbelievable efforts undertaken for advertising the CPSU, or the constant attempts at recruiting our Bolshevik activists with the aim of luring them into the CPSU helped the anti-Stalinists of the Sheninist party. The “generals of the CPSU without an army” thus remain only generals wishing to “lead”, but unable to form their own party organisations in the localities.
I assume that the raising up of Shenin to a high leading post in the communist movement will become his last bluff.
The VKPB (futurists) under Tikhonov did not prove to be anything after, and has quietly died out after 2 years since it was organised, having not gathered neither the pledged 100 thousand members or contributed “any real proposals on part of those whose direct responsibility was to deal with ideological and subject theoretical questions” (from the speech by Kuvaev – chairman of the Politburo of the CC VKPB (futurists) 08.06.2006).
One has to assume that the Kremlin decided to activate the VKPB (futurists) reassigning it to Kuvaev – a member of the Presidium of the CC CPRF, first secretary of the Moscow City Committee of the CPRF. Before working in the CPRF, Kuvaev had passed through the smithy of the party cadres of the CPSU – Komsomol, sharpening up his speech-making skills in the department of propaganda and agitation beginning with the District Committee (Raikom) of the VLKSM (All-Union Leninist Komsomol), and after with the status of secretary of the Leninist Raikom of the Moscow VLKSM. In the structures of the CPSU in 1983 – 1991 – he worked as deputy head of the department for organisation of party work and first secretary of the Leninist raikom of the CPSU in Moscow. In 1991 -1995, he was general director of the Russian municipal association. He passed through the Russian State Duma (lower house of parliament) 3 times on the CPRF list. At the post of chairman of one of the Committees of the State Duma he worked on questions of local government as member of the Committee for economic policy and entrepreneurship etc, etc. As we can see, from the obedient list, Mr Kuvaev is his own man absolutely in the State Duma, as well as in the Kremlin.
How is the position to be regarded of the leader of the RCWP V.A. Tyulkin, co organiser of the OOD “RCWP”, “having united the practical activity of the RCWP with the VKPB (futurists)?” How absolutely natural turns out the former activity of the leadership of the RCWP.
For all the years of our joint co-existence in Leningrad, we constantly met with sharp alienation, at times even hatred on part of the leadership of the RCWP (and even earlier – on part of the so-called “Communist Initiative” (Kominitsiativ) in 1988-1991.) and complete rejection of our proposals for joint work. The RCWP constantly demanded from us that we merge into the RCWP, which we naturally could not agree to on the strength of significant difference in our ideological points. We proposed to all communist parties of Russia back in 1994 a gradual stage by stage unification: unity of actions, political unity, unity of ideology and organisational unity, or forming of a united party. Nowadays, this plan is proposed to all those of the OOD “RCWP”. From the position of events of today, the attitude of Tyulkin and his team towards us is becoming ever clearer. I assume that he and his team, at one time CPSU party bureaucrats of varying ranks and Khruschevites in ideological essence, have implemented the task of the former party nomenclatura of higher rank in the CPSU on disassociation of the communist movement in Leningrad, on the complete neutralization of the Bolsheviks and the liquidation of Bolshevism. For work well done in this direction, the counter-revolutionary regime has already encouraged Tyulkin with an armchair in the Duma for a forth time (in which the rotten nomenclatura of the CPSU found his comfortable seat under a new sun) (via the adding of Tyulkin to the Zyuganov list). On the surface they were sure that this would be enough and they did not allow Tyulkin into the Duma for a fifth time. The desire to again join to the Kremlin feeding trough directed Tyulkin into the embrace of the VKPB (futurists). THE DEMOCRATIC PEOPLE’S REPUBLIC OF KOREA (DPRK)
On 15 June 2000 in Pyongyang the Joint Declaration between the North and South was signed between leaders of North and South Korea. 19 June marks 44 years since the start of the work by Comrade Kim Jong Il in the apparatus of the Central Committee of the Workers’ Party of Korea (CC WPK).
Both dates are marked with celebrations in the DPRK.
15 June 2000 became an important landmark in the question on the independent unification of the North and the South by their own efforts without any kind of interference from outside. The nation which for more than 50 years has been divided into two hostile and opposing camps, officially declared their desire for unification into a single state.
The historical meeting, with the signing of the Declaration on unification took place in Pyongyang, thanks to the consistent and also huge preparation in political and diplomatic activity of the Chairman of the National Defence Committee of the DPRK, Comrade Kim Jong IL. One also needs to note that the Pyongyang meeting of the leaders of the two Koreas, took place under strong opposition on part of the USA, which has been hell bent on unleashing a new war against the DPRK in this period of time, or make the two Koreas clash with each other. Everything has been doomed to failure in this attempt at organising such an act of provocation.
In April 2002, under the command of Bush, speculation was set up about the so-called “nuclear question” and formed a critical moment in the mutual relations between the North and the South. Thanks to the long hours of talks between Kim Jong Il and high ranking officials of South Korea, and explaining the position of the DPRK, they were successful in preserving a friendly spirit in the relations of the two Koreas. The former president of South Korea Kim Dae-jung in June 2006 at one of the high-ranking meetings declared: “I bring gratitude to the Chairman of the NDC Kim Jong IL for the successful implementation of the Joint Declaration of the 15 June” 2000.
As is well known, the development of cooperation and the movement along the path of unification, was placed onto a practical position on 4 October 2007 by the adoption of the new “Declaration on the development of inter-Korean relations between the North and South, in peace and prosperity”. This second Declaration is a detailed plan of unification of the two Koreas.
The recent electing of another president of South Korea in the first steps of his activity, had complicated the advancement of the question of unification of the country. President Lee Myung-bak and his company are trying to revive the period of confrontation with the North, and are furiously opposing the unification, speaking out like treacherous puppets of the USA. A number of speculative statements were made by them with protrusion of the so-called “nuclear question” in the DPRK. With this, no attention has been paid whatsoever to the fact that the whole territory of the South Korea is occupied by military bases with the deployment on them of various types of weapons of mass destruction, including nuclear weapons. Practically the Americans and Koreans of the South of the country and they were compelled to exist in the direct proximity of the US armed contingent, which often carries out crimes in relation to the citizens of South Korea and tramples on their human dignity. Therefore, the policy of the newly appeared South Korean president is anti-peoples, serving the interests of the USA and Japan to the benefit of George Bush, who is departing from the political arena with disgrace on account of the complete failure if US foreign policy in the period of his presidency. Lee Myung-bak and his company carry full responsibility for the possible complications in the mutual relations, and betraying the interests of his own nation and his own people.
We are certain that the Leadership of the DPRK is calmly and correctly solving the problems arising and will remove the obstacles erected by the US puppets on the path to unification of the country. The unification of the nation is just a matter of time and the desire of the entire Korean people.
We wish the DPRK a successful solution to the question of unification of the Korean nation in the near future.
19 June marks 44 years since the start of the work of Comrade Kim Jong Il in the apparatus of the CC WPK, and the party as a whole. These changes provide a deep connection of the party with the masses and people, strong unity of the party and people, the desire of every citizen of the DPRK to do everything for the advancement of the Revolution forward to astronomical heights. The mass heroism in the workplaces, the mass heroism when serving in the Armed Forces has made the DPRK an impenetrable fortress. The great spiritual strength of the Korean people and its ideological unity – is the basis of its unbelievable steadfastness in the most complex of situations and is the guarantee of its victory.
The policy of Songun, having become the state policy of the DPRK under Kim Jong Il has provided for the fast growth in the economic development of the country and the might of the Armed Forces of the DPRK relying on their own means and own resources. And therefore the DPRK is an independent and sovereign country, with the ability to solve all questions of the functioning of the state and its defence from any aggressor by itself and using the most up to date means and methods. All this summons admiration from people of the world and not just from those who are struggling for their own sovereignty and independence against the imperialist diktat. Socialist Korea is a model of a country which always come out as the victor from the most complicated situations thanks to the unity of the Leader, Party and People. This unity is the result of the constant and painstaking work of the Party in the masses, and belief in the Party, which always stands on guard of the interests of the people, constantly caring about the growth in its prosperity and development of every human individual.

COMMENTARY BY SECRETARY OF THE CENTRAL COMMITTEE OF THE AL L-UNION COMMUNIST PARTY OF BOLSHEVIKS (CC AUCPB) CONCERNING THE NEW WAVE OF MILITARY HYSTERIA RAISED BY THE RULERS OF SOUTH KOREA
The year 2008, when on September 9, the 60th Anniversary since the founding of the Democratic People’s Republic of Korea by Comrade KIM IL SUNG, it has been declared a year of historical turning point in the chronicle of the history of the Motherland, with the start of a new epoch of independent reunification, peace and prosperity of the country.
The people of the DPRK are with enthusiasm preparing to meet this famous event – the birth of a new, socialist Motherland, and together with it, and the birth of man of a new social- economic formation, man – master of their own free country, man, with enthusiasm storming the heights of socialism under the banner of the Juche Idea, bringing into life the policy of Songun.
The history of the DPRK – is a history of a heroic epoch of creation and construction of a new society in the interests of man of labour, in the name of his happiness and prosperity; this is a glorious and difficult path of independence, the defence of its own sovereignty in conditions of unprecedented pressure, military and ideological provocations, economic diversion and a brutal embargo on part of the USA, the US military aggression in 1950 – 1953, (the only war that the US lost to small only just born DPRK), the US having set itself the task to no matter what, crush the DPRK, to destroy socialism in that part of the world and its achievements in the past 60 years. But the imperialists of the US, in possession of huge world gold reserves, miscalculated, did not take into consideration that in the world there is a force much more powerful than any quantity of gold.
During these years of socialist construction, the Party (The Workers’ Party of Korea –WPK) had educated a new man – a great patriot of their own country, ready to give his life for freedom and independence of their Motherland, when each member of society together with others are solidly united in monolithic unity closely around the Leader and the Party.
Following the end of the II World War, the USA split Korea, having formed a puppet government in South Korea which all these years has faithfully fulfilled the role of an obedient puppet of the USA having provided the territory of the South Korea with unlimited numbers of military bases, overflowing with nuclear weapons and the latest weapons of mass destruction of people. The entire military potential of US military bases in South Korea have always been directed against the DPRK and remains like this to this day.
The loyalists to their US master, on whose means they live on, the South Korean rulers, ignoring any conception about morals, honour and dignity (which they are accustomed to) even on this famous date and glorious year for the DPRK, circulated by order of their US masters an adventure, in essence making a declaration of war, “About the possibility of delivering pre-emptive strikes against the nuclear objects of the DPRK, when necessary”.
Bush, who is leaving the scene, “a weak and crafty leader”, hated by the majority of the population of the world, bringing his adventurous, aggressive policy of blood and misery to many peoples of the world, having destroyed Yugoslavia, defeated Iraq, initiating Israel to a constant military robbery against the Palestinians, having invented the term “international terrorism”, with the help from which it tied up all the imperialist countries into a single bandit gang, assisting the USA, meanwhile still floating, today this criminal thug is not brave enough itself to declare its intention to deliver a pre-emptive strike against the DPRK, afraid of a dignified rebuff on part of the Armed Forces of the DPRK, presently (thanks to the developments by the Koreans) equipped with a nuclear weapon and ballistic missiles capable of reaching the territory of the USA. Yes, and the time for such actions in relation to the DPRK have a long time ago sunk into oblivion. Therefore, George Bush is pushing forward provocateurs – his own lackeys – leaders of South Korea with vile provocational statements, implementing in such a way, a psychological attack on the DPRK.
Today, the situation in the USA is very unstable and their downfall is approaching. George Bush, leaving the historical scene, is I assume, attempting, by demand of the world Zionist government – the notorious Committee of 300 – by any means possible, to delay the collapse of the USA, by the usual well-designed method – of unleashing a war in any corner of the world, since imperialism lives, thanks to wars and plundering.
But any attempts of Bush directed in the direction of the DPRK, are futile.
It is impossible to triumph over a people, higher than anything valuing their own freedom and independence of the people, united solidly around their leader and party, the people, certain in their own bright morrow.

Lee Myung Bak Regime's Sycophancy towards U.S. and Anti-DPRK Confrontation Hysteria Blasted
Pyongyang, April 1 (KCNA) -- Rodong Sinmun Tuesday carries its commentator's article exposing and denouncing the Lee Myung Bak regime's sycophancy towards the United States and anti-DPRK confrontation hysteria.
The following are excerpts from it:
The Lee Myung Bak regime of the Grand National Party that emerged in south Korea recently is becoming undisguised in its sycophancy towards the U.S. and confrontation with the DPRK, blatantly swimming against the trend of the era of independent reunification.
Lee and his gentries are letting loose such spate of sophism as "priority to the south Korea-U.S. relations", "complete settlement of the north's nuclear issue" and "pragmatism," crying out for making up for "the lost decade" in a bid to overturn all what has been achieved between the north and the south of Korea since the publication of the June 15 joint declaration.
Lee Myung Bak, in particular, is getting vocal in the nuclear racket, making no scruple of talking such nonsense as "it is impossible to head for reunification and hard to improve the south-north relations unless nukes are dismantled." This reminds one of traitor Kim Young Sam's utterances that he "would not shake his hand with the one who has access to nukes."
The minister of Unification is also behaving disgustingly, asserting that he would adjust the speed, scope and ways for the development of the inter-Korean relations depending on the progress made in the efforts to settle the "north's nuclear issue".
Meanwhile, the conservative ruling forces of south Korea are kicking up a wholesale campaign of purge against the progressive pro-reunification forces in a bid to quell people's desire for achieving reunification through an alliance with the north and stoke confrontation with it among them. They are, at the same time, getting frantic with war exercises for invading the north and "human rights racket" in collusion with outside forces.
This indicates what extent the anti-north confrontation hysteria of the Lee Myung Bak regime has reached.
As far as Lee Myung Bak is concerned, he is a conservative political charlatan who took the office of the mayor of Seoul from the ticket of the GNP after doing business since the period of the "Yusin" fascist dictatorial regime. No wonder, he revealed his true colors as a sycophant towards the U.S. and anti-north confrontation advocator as soon as he came to power.
The anti-north confrontational nature of Lee and the ruling conservative forces was brought to light when they advocated the so-called "no-nukes, opening and bringing the per capita income to 3000 dollars" as their "policy towards the north." The above-said piffle is nothing but a very absurd and ridiculous jargon as they cried out for the north's "complete nuclear abandonment" and "opening" as preconditions for the improvement of the north-south relations. This is little short of an anti-reunification declaration as it is aimed at sacrificing the interests of the Korean nation to serve outside forces, pursuing confrontation and war and driving the north-south relations to a collapse.
Lee and his gentries are raising a hue and cry over what they called "nuclear threat from the north", vociferating that "the north's access to nukes is impermissible" and the "priority should be given to the complete nuclear abandonment".
These are reckless remarks made by those who know nothing about the background against which the nuclear issue surfaced on the Korean Peninsula and its essence, the root cause of the nuclear threat and the agreements adopted at the six-party talks.
The successive "governments" of south Korea have not shown any worry about the fact that the U.S. openly deployed in south Korea nuclear weapons enough to kill the Koreans hundreds of times but supported it and zealously joined in the U.S. nuclear war maneuvers against the DPRK.
It was the first thing done by Lee after becoming the "president" that he let the U.S. bring its super-large nuclear-powered carrier and nuclear submarines and other ultra modern nuclear hardware to south Korea and staged nuclear war exercises for invading the DPRK with outside forces. He is also contemplating participating in the dangerous "PSI" and "MD" which even his predecessors hesitated to do so.
He seems not to know properly about the contents of the denuclearization of the Korean Peninsula.
The denuclearization of the peninsula is not an issue between the north and the south but an issue between the DPRK and the U.S. and an international issue involving south Korea. That was why the six-party talks were arranged.
He is making a mess of the process to denuclearize the peninsula by echoing what others utter like parrot as he knows nothing about why the nuclear issue was spawned in the peninsula, what compelled the DPRK to have access to nuclear deterrent and why the DPRK calls for the denuclearization of the peninsula.
The Lee Myong Bak regime should not forget the lessons drawn by his American master and the preceding regimes that met shameful setbacks after pressurizing the DPRK to "dismantle nukes first."
The DPRK is not such state which will meekly yield to the pressure of someone to unilaterally dismantle the nuclear deterrent, a product of great Songun and a shield for justice and peace. It is quite self-evident that what Lee, a pro-U.S. stooge, uttered cannot have any impact on making the above-mentioned nuclear deterrent an object of bargaining.
His call on "the north to dismantle its nukes first" is nothing but a declaration of confrontation and a war declaration as it throws a hurdle in the way of the settlement of the nuclear issue, far from helping solve it, and does harm to the north-south relations and disturbs peace.
The word of "opening" uttered by Lee is an intolerable provocation to the dignity and system of the DPRK.
As far as "opening" is concerned, the DPRK has never closed its door but keeps its door opened to the U.S., a hostile country, to improve its relations with it.
It is none other than the U.S. and the present ruling forces of south Korea who are clinging to the moves to blockade against and isolate the DPRK.
The U.S. has enforced the unprecedented policy for isolating and stifling the DPRK on the strength of such evil laws as the "Trading with the Enemy Act" and "Law on Terrorism" and south Korea has zealously joined it in executing them.
The Lee Myung Bak regime, in particular, is opting to shut the door of the inter-Korean relations, which have favorably developed since the publication of the June 15 joint declaration, after laying down what it called "four principles for pushing forward the policy towards the north".
Lee's accusations against the DPRK over its "human rights situation" is a revelation of his ignorance of the DPRK and, at the same time, a deliberate political provocation to incite hostility and mistrust between fellow countrymen and push the north-south relations to those of confrontation.
In fact, "human rights abuses" are rampant in south Korea under the military occupation of the U.S.
A particular mention should be made of the fact that no sooner had the Lee Myung Bak regime emerged than it kicked up a campaign of cracking down upon progressive pro-reunification forces under the pretext of "pro-north," asserting this is aimed at purging remnants of the preceding "leftist government." People thus term it a "neo-fascist regime", "government seeking only public peace" and a "reactionary regime."
It finds fault with the system in the DPRK, talking about the "opening" and "human rights." This is an impertinent act that can be perpetrated only by those who are ignorant of the basic principle of the inter-Korean relations on which both sides agreed to stop slandering each other and interfering in each other's internal affairs.
The present south Korean authorities have gone so far as to implore their U.S. master to help lead the DPRK to "opening" and raise a hue and cry over its "human rights situation" even on the international arena, hell-bent on crying out for "opening" and "improved human rights record".
"Opening" much publicized by the Lee regime indicates that it seeks to tarnish the dignified system in the DPRK, push the north-south relations to those of confrontation and, furthermore, sell off the whole of the Korean Peninsula to the outsiders lock, stock and barrel.
Lee also floated the story about bringing someone's "per capita income to 3,000 dollars", making a mockery of the DPRK. This has brought to light his true colors as a vicious political charlatan and imposter.
Lee and his gentries are letting loose a spate of honey-coated words that they will help the DPRK raise per capita income to 3,000 dollars within 10 years if it scraps nukes and opens itself to the world.
It is ridiculous for them to pretend to show "generosity," finding fault with the self-supporting national economy in the DPRK and the living conditions of its people despite the fact that south Korea has colonial economy dependent on the U.S. This is a sort of political caricature.
They are so foolish as to talk about "national income" of someone though they are in such bad shape as to be busy begging for foreign capital due to the bankruptcy of economy and the livelihood of the people in south Korea as soon as they took office. This is enough to make even a cat laugh.
What merits attention is that the Lee Myung Bak group said it would borrow money from the Western countries and add even the money to be paid by Japan to the DPRK as reparation for its past crimes to the funds to be used for "aiding the north."
If he has an iota of the sense to discern things, he should know who helps whom and who is obliged to whom.
Lee had better mind his own business before "worrying" about someone else.
The DPRK will be able to live as well as it wishes without any help from the south as it did in the past. But it will follow how the south side will live, turning its back on the north side and standing in confrontation with it.
Lee is exploiting the noble north-south cooperation projects for co-prosperity of the nation in a bid to meet his sinister political purpose, thus bringing into bolder relief his true colors as a disturber of reconciliation and cooperation and an enemy standing in the way of reunification and prosperity.
Such sophism about "no nukes, opening and 3,000 dollars," a provocation to the DPRK, is nothing but the most despicable jargon and a daydream as it saliently reveals the anti-reunification and treacherous nature of the Lee's regime.
Lurking behind those remarks is reactionary "pragmatism."
There have been a series of regime changes in south Korea but it was only traitor Lee Myung Bak who openly declared at home and abroad that he would put the inter-Korean relationship within the framework of the diplomatic relations and subordinate it to them in handling the issues related to it.
Lee's seizure of power created a thorn bush in the way of the inter-Korean relations and this cannot but have an adverse impact on the situation in and around the Korean Peninsula.
Lee's regime has become frantic in establishing triangular relations of military alliance with the U.S. and Japan while tightening the nexus with them. This has escalated the tension in and around the peninsula, increasing the danger of a nuclear war.
Should traitor Lee Myung Bak opt for confrontation, subservient to the outsiders after scrapping the inter-Korean declarations and agreements, the DPRK will have no option but to change its approach toward the south.
Moreover, the DPRK will never allow anyone to make a preemptive attack on it in a bid to destroy its dignified system, its lifeline.
It is the consistent stand of the DPRK to develop the north-south relations and achieve independent reunification, peace and prosperity in line with the historic June 15 joint declaration and the October 4 declaration.
The DPRK will as ever make every possible effort to keep the June 15 era of reunification going but mercilessly meet the challenges of a handful of absent-minded traitors swimming against the trend of the times and sternly punish them in the name of the nation.
Lee Myung Bak should not misjudge the patience and silence so far kept by the DPRK.
The Lee regime will be held fully accountable for the irrevocable catastrophic consequences to be entailed by the freezing of the inter-Korean relations and the disturbance of peace and stability on the Korean Peninsula due to its sycophancy towards the U.S. and its moves for confrontation with the north.
Imperialists' Psychological Warfare Blasted
Pyongyang, May 3 (KCNA) -- The imperialists are hell-bent on the psychological warfare to dampen the stamina of the revolutionary army and people in the DPRK. This is, however, as foolish an act as trying to sweep the sea with a broom. Rodong Sinmun Saturday says this in a signed article.
It goes on:
The DPRK is an invulnerable socialist fortress as it stands undeterred by any psychological warfare of the imperialists.
The imperialists' psychological warfare against the DPRK has never flagged and sagged from the period of the grim Fatherland Liberation War and the postwar period of rehabilitation to this period of building a great prosperous powerful nation.
The army and people in the DPRK have not wavered even a bit despite the U.S. imperialists' unprecedented psychological warfare. The people's mind-set has always been transparent and stable. The people in the DPRK are, indeed, a staunch and genuine people as they counter enemy's undisguised moves for aggression with their tough military confrontation and react to his psychological warfare with steadfast revolutionary faith and principle. No psychological warfare can ever work on the army and people in the DPRK as they have been tempered while overcoming all difficulties and ordeals in the fierce confrontation with enemies for several decades.
The army and people in the DPRK have reposed undisputed trust in the headquarters of the revolution.
The Korean people always think and act according to the idea and intention of the headquarters of the revolution headed by Kim Jong Il, firmly trusting and following it as their mainstay and the sun in their life. No matter how frantically the enemies of the revolution air undesirable broadcasting programs and float false rumors they can never deter the hearts of the servicepersons and people of the DPRK from going out to the headquarters of the revolution.
The Supreme Commander's commanding system has been thoroughly established throughout the Korean People's Army and strong revolutionary discipline prevails in it. No psychological warfare of enemies can ever find even the slightest way to it. Society remains stable and people's mind-set sound as the army remains strong.
The army and people in the DPRK are revolutionary as they have firm anti-imperialist working-class awareness.
They cannot harbor any slightest illusion about imperialists. The Korean people have keenly realized through their life experience that the imperialists remain unchanged in their aggressive nature. The imperialists and their trumpeters run the whole gamut of high-sounding and sugar-coated words to propagandize the "superiority" of capitalism and spread the bourgeois way of life. But it is the traits peculiar to the army and people in the DPRK to invariably remain faithful to their class duty.
The Korean people are well known to the world as the people strong in faith as they have never been fearful of imperialists. Whenever a tough-and-go situation prevailed in the DPRK, imperialists threatened and blackmailed its army and people by mobilizing huge armed forces and media. But they pushed forward the revolution and construction, unfettered by such moves. The army and people in the DPRK are fully determined to deal a thousand-fold blow at the enemies and finally conclude the confrontation with the imperialists, should they intrude even an inch of their land, sea and sky.
Good politics produces stable popular mind-set and socialism is sure to win one victory after another if this mind-set remains sound. No force on earth can break the unity in the DPRK or destroy its socialism as it is based on the unanimous mind-set of all servicepersons and people, concludes the article.
Kim Il Sung's Ideas and Theories on World Revolution
Pyongyang, May 4 (KCNA) -- President Kim Il Sung put forward the unique theories and strategies and tactics on the world revolution in the era of independence on the basis of the Juche idea and successfully applied them, thus hewing out the new road of the world revolution and performing the undying feats in accomplishing the human cause of independence, says Rodong Sinmun Sunday in a signed article.
In the whole course of Kim Il Sung's ideological and theoretical activities the years from the latter half of the 1920s to the first half of the 1940s are characterized as the period when he combined the national liberation struggle in colonies with the revolutionary struggle of the international working class for socialism and gave a unique solution to the theoretical and practical problems for the revolutionaries in the colonial countries to contribute to the world revolution with independent revolution, the article says, and goes on:
What is core in the ideas and theories of Juche on the world revolution set forth by him in this period is the ideas and theories that the people in the colonial countries should set it as the goal of the world revolution to overthrow all imperialism and shatter the imperialist colonial rule with their armed struggle and thus accomplish the cause of national liberation, contribute to the world revolution and defend the revolution won through the powerful anti-imperialist struggle.
What is important in the ideas and theories of Juche on the world revolution put forward by him in this period is the ideas and theories on defining imperialism as the major object of struggle of the oppressed working masses the world over and setting it as the goal of the world revolution to overthrow all imperialism on the globe and build communism in the world.
In this period he laid down the idea for the revolutionaries and people of the colonial countries to make the revolution for national liberation by their own efforts and gave a unique exposition of the theories and strategies and tactics on the revolution for anti-imperialist national liberation. This holds an important place in the ideas and theories of Juche on the world revolution set forth by him.
The basic content here is the idea and theory that the national liberation movement in colonies should become an independent revolution which is being carried out by the people themselves in colonies and semi-colonies as it is caused by the national and class contradictions existing in these countries.
Contained in the content of the theories, strategies and tactics on the revolution for anti-imperialist national liberation indicated by him in this period are the ideas and theories on setting the achievement of independence by one's own efforts as the fundamental principle of accomplishing the revolution for national liberation in colonies and on realizing the international anti-imperialist joint action and the anti-imperialist united front by thoroughly applying it.

While our people on May Day, the workers’ day, joyfully celebrates the fiftieth anniversary of the Triumph of the Revolution, and the seventieth anniversary of the creation of the CTC, the sister nation of Bolivia, fully dedicated to the preservation of health, education, and ensuring the safety of all its citizens, is only a few days, perhaps hours, ahead of going through tragic events.
When we listen to the hair-raising news coming from all over the world about the shortage and prices of foodstuffs, the prices of energy, the climate change and inflation, these being problems which for the first time have emerged all at once as crucial issues, imperialism is bent on disintegrating Bolivia and submitting it to alienating work and hunger.
Four of the wealthiest departments of that country, headed by the oligarchs of Santa Cruz, hope to declare independence and, with the support of the empire, have arranged their own referendum. Meanwhile, the media have paved the way and shaped up voters’ opinion by creating all sorts of illusions and deceptions.
The Armed Forces, faithful to its historic mission, in a country harassed and deprived from an access to the sea and other vital resources, do not favor Bolivia’s disintegration. But the perfidiously conceived Yankee plan is to recruit some anti-patriotic sectors within the military to get rid of Evo in the interest of unity. If transnationals manage to take hold of the basic branches of production, this would be a mere formality. The imperialist motto is to punish Evo and get rid of him.
This is the time for denunciation, for speaking the truth.
“Everyone for himself!” seems to be the cry resounding all over the world, out of lack of foresight and proper meditation about the events leading to a profound international crisis.
This will be an acid test for all Latin American governments and peoples. So it will for all of our doctors and educators who carry out their lofty and peaceful work in that country, no matter what may happen there. Should they face any risky situation, they will not abandon their patients or students.

ON THE 63RD ANNIVERSARY OF THE GREAT VICTORY
The Great Fatherland War differs from all other wars in world history not only because of the sheer scale of human, military, material, technical and economic resources, but primarily by the fact that this was a war of two opposite in polarity ideologies, the steadily gaining world authority of socialism which had been gathering strength, and the extreme reactionary ideology of world imperialism, fascism.
From the appeasement of the leading capitalist powers, relying on the formed in 1936 -1937 aggressive tri-axis, Germany -Italy-Japan, in the second half of the 1930-s, German fascism began implementing its expansionist plans. In March 1938, Germany invaded Austria, a year later, Czechoslovakia, 1st September 1939 having attacked Poland, it unleashed the second world war.
The war inevidably approached the borders of the USSR.
In the period of the growing fascist threat in Europe, the AUCP(b) and Soviet government under the leadership of J.V. Stalin placed a lot of effort in unmasking fascism and its accomplices, the so-called “Western democracies, and simultaneously for the organizing of a broad popular front against the impending fascist aggression. Only after when the Western democracies from the very outset aimed at directing German aggression against the Soviet Union, made straight deals with Hitler behind the back of the USSR, did Stalin believe it necessary sign a non-aggression pact with Germany (23/08/1939), teaching the western politicians a lesson and winning time for preparing the country for defence.
As a result of signing the Non-Aggression Pact the borders of the USSR were moved 300 km to the West and the Hitlerite invasion into the Soviet Union delayed by 1.5 years. At the same time, the Bolshevik party conducted a lot of organizational work on preparing for war. The 18th Conference of the of the AUCP(b) (February 1941) adopted an entire program of concrete measures on the country's defence capability, especially in the preparation of industry and transport to the conditions of wartime.
Thanks to the socialist transformations and as a result of the fulfillment of plans of the first Stalinist five-year plans, a powerful socialist economic basis was formed: a first class socialist heavy industry and collectivized, mechanized agriculture, unemployment was liquidated, conditions for a constant growth of material and cultural level of the working people of our country were created.
Our country in which before the revolution 60% of men and 83% of women between the age of 9 and 49 could neither read nor write, scores of peoples did not have their own literature, during the 20 post revolution years, the country had become the most literate and well read in the world. Thus, in 1930, the percentage of literacy in the population of the USSR stood at 62%. In the institutes of higher learning, there were 190 thousand graduates. In 1940, 812 thousand students were studying at 817 institutes and 975 thousand students were studying at 3773 technical schools. During the 1940-s, the country had already a high level of education which provided a head start in scientific-technological progress in all spheres of the economy, military affairs, guaranteed high achievements in areas of culture and art. Socialist consciousness of the Soviet people grew and strengthened.
Recognition of the impending threat of war united the Soviet people, reinforced the certainty in the fact that only by common efforts can the country be prepared for future tests and give a dignified rebuff to the aggressor.
Under the leadership of the party and government, the defence industry had been to the upmost strengthened and was set up in the centre of the country (in the regions of the Urals and Siberia) a new military-industrial base, inaccessible to the air strikes of the aggressor neither from the West nor the East.
The correctly organized military-patriotic work allowed for the widely unfurling mass military training, when every citizen aimed to gain a military specialty and in actual affairs prove that the defence of the Motherland – is his sacred duty.
In the prewar years, much was done in the sphere of rearming, reorganizing the Red Army (RKKA) and Red Navy (RKKF), training and educating the staff.
The Great Fatherland War was an unseen test of endurance for the Soviet state and the socialist system. Not just to withstand but also defeat the army of the enemy which had enslaved all of Europe, the army which the entire economic and military potential worked for, only a people could in possession of great courage and Soviet patriotic consciousness.
Despite the fact that in the Second World War other countries of the anti-Hitler coalition took part, the main brunt of the military test was born by the Soviet Union.
By 22 June 1941, the following countries had been occupied by Germany: France, Czechoslovakia, Austria, Poland, Denmark, Belgium, Greece, Holland, Luxembourg and Norway. The entire potential of the Hitlerite war machine was hurled at the USSR. By the start of the war, fascist Germany, taking into account of the troops of the satellites, concentrated against the USSR 190 divisions, possessing at the same time in North Africa 9 divisions (4.7%); in April, on the Soviet-German front there were 233 divisions of the countries of the fascist bloc, and 14 divisions at the front in North Africa. Before summer 1944, on the territory of the USSR there were 18 –20 times more German troops fighting than in other fronts where the US and British troops were in action.
US president Roosevelt wrote at the end of the war that from the viewpoint of large-scale strategy it would be hard to disregard an obvious fact that the Russian armies destroyed more soldiers and arms of the opponent than all the remaining 25 states of the UN taken together.
Millions of Soviet people in the Great Fatherland War sacrificed themselves and endured brutal tests, defending the real social gains of the proletarian revolution implemented between 1917 and 1941. By defending the Soviet Motherland, they defended the right to work, free education, free healthcare, guaranteed rest, unlimited access to a treasure house of world culture, unseen all-round development of the national outskirts, a socialist future.
The international character of the defence of the socialist Fatherland, and also the high patriotic consciousness of all the peoples of the USSR is confirmed by the rewards issued to distinguished fighters. 7300000 soldiers, awarded with Orders and Medals, 11603 Heroes of the Soviet Union (of them, 104 were twice awarded, and three, three times awarded), 2500 full cavaliers of the Order of Glory, fighter pilots completed 600 air raids, 470 fighters closed with their own bodies the embrasures of pillboxes. Among them were Russians, Belorussians, Ukrainians, Kazakhs, Armenians, Georgians, Azerbaizhanians, Kirgizes, Tadzhiks and other representatives of the peoples of the USSR.
Victory in the Great Fatherland War, was achieved by the Soviet people and their Armed Forces at a high price. The irretrievable military losses amounted to 8668400 people, and the total human loss amount to 20 – 22 million people. One third of the country's national wealth was used up in the war. 65 thousand km of railway were destroyed, hundreds and thousands of factories, collective and state farms werr destroyed along with tens of millions of cattle, 1710 towns and villages were destroyed and burnt to the ground, more than 70 thousand small villages and hamlets were destroyed and 25 million Soviet people left without blood.
Western economists predicted that it would take the Soviet Union 50 – 75 years to restore its destroyed economy to the pre-war level of economic development. Despite these predictions, by the end of 1950, the period of restoration was in the main complete. The Soviet people having withstood the fire of the Great Fatherland War, under the leadership of the party of Bolsheviks headed by J.V. Stalin, carried out the task of restoring the economy.

AN ADDRESS TO THE PEOPLE
MAY 9, 1945
Comrades! Fellow countrymen and countrywomen!
The great day of victory over Germany has arrived. Fascist Germany, forced to her knees by the Red Army and the troops of our Allies, has admitted defeat and has announced her unconditional surrender.
On May 7 a preliminary act of surrender was signed in Rheims. On May 8, in Berlin, representatives of the German High Command, in the presence of representatives of the Supreme Command of the Allied troops and of the Supreme Command of the Soviet troops, signed the final act of surrender, which came into effect at 24 hours on May 8.
Knowing the wolfish habits of the German rulers who regard treaties and agreements as scraps of paper, we have no grounds for accepting their word. Nevertheless, this morning, the German troops, in conformity with the act of surrender, began en masse to lay down their arms and surrender to our troops. This is not a scrap of paper. It is the actual capitulation of the armed forces of Germany. True, one group of German troops in the region of Czechoslovakia still refuses to surrender, but I hope the Red Army will succeed in bringing it to its senses.
We now have full grounds for saying that the historic day of the final defeat of Germany, the day of our people's great victory over German imperialism, has arrived.
The great sacrifices we have made for the freedom and independence of our country, the incalculable privation and suffering our people have endured during the war, our intense labours in the rear and at the front, laid at the altar of our motherland, have not been in vain; they have been crowned by complete victory over the enemy. The ago-long struggle of the Slavonic peoples for their existence and independence has ended in victory over the German aggressors and German tyranny.
Henceforth, the great banner of the freedom of the peoples and peace between the peoples will fly over Europe.
Three years ago Hitler publicly stated that his task included the dismemberment of the Soviet Union and the severance from it of the Caucasus, the Ukraine, Byelorussia, the Baltic and other regions. He definitely said: "We shall destroy Russia so that she shall never be able to rise again." This was three years ago. But Hitler's insane ideas were fated to remain unrealized -- the course of the war scattered them to the winds like dust. Actually, the very opposite of what the Hitlerites dreamed of in their delirium occurred. Germany is utterly defeated. The German troops are surrendering. The Soviet Union is triumphant, although it has no intention of either dismembering or destroying Germany.
Comrades! Our Great Patriotic War has terminated in our complete victory. The period of war in Europe has closed. A period of peaceful development has been ushered in.
Congratulations on our victory, my dear fellow countrymen and countrywomen!
Glory to our heroic Red Army, which upheld the independence of our country and achieved victory over the enemy!
Glory to our great people, the victor people!

Comrades, Red Armymen, Red Navymen, non-commissioned officers, petty officers, officers of the Army and Navy, generals, admirals and marshals, I congratulate you on the victorious termination of our Great Patriotic War.
To mark our complete victory over Germany, today, May 9, Victory Day, at 22 hours, Moscow, the capital of our country, will on behalf of our country, salute the valiant troops of the Red Army and the ships and units of our Navy who achieved this brilliant victory with thirty artillery salvoes from one thousand guns.

ANOTHER MASS ATTACK ON BOLSHEVISM AND THE COMMUNIST MOVEMENT ON PART OF THE RULING POWER OF THE RUSSIAN FEDERATION
Bourgeois presidents replace each other – Yeltsin, Putin, Medvedyev. The policy of the ruling power in relation to the communist movement is becoming more mass, imputent and in separate incidents - pro-fascistic. The task of the powers to be lies in the destruction of the communist movement on the territory of the Russian Federation (RF) and the “rooting out of Bolshevism in all spheres of society (instruction made by ideologue of the counter-revolution, A Yakovlyev). Nowadays, this is being laid charge to a pro-Kremlin bourgeois party – the VKPB (futurists) All-Russia Communist Party of the Future (futurists), from which recently Tyulkin's RCWP (Russian Communist Workers' Party united itself with “in its practical activity.
At the amalgamation congress of Shenin's CPSU with Tyulkin's RCWP, on 19th April an announcement was made on the cessation of activity of the CPSU organisation in the RF. But the party nomenclature of the former CPSU, is an elusive, hardy public, and the desire of Shenin under any situation to always be up on the horse and higher than anyone, determined the forming of the next party upper structure, being run by communist parties (of neighbouring countries) in the face of the CPSU, under Shenin’s command. Tyulkin with his RCWP entered this revived in essence Union of Communist Parties-CPSU (SKP-KPSS) on past roles.
At this congress, talks took place also about the forming of a movement made up of the RCWP and the VKPB (Futurists) – the OOD “RCWP” (Common Russian Social Movement “Russian Communist Worker’s Prospects”) or in the Russian language: - (Obshyrossyskoe Obshestvennoe Dvizhenie “Rossisky Kommunistichesky Rabochy Perspektiv”). In the Resolution, the congress has written that it “approves the process of merging the positions and organisational forms of interaction of the RCWP-RPC (Russian Party of Communists) with the VKPB (futurists) and proposes to carry on this work on the basis of the OOD “RCWP” with the prospect of full unification into a single party.”
Thus, the next step will be the merging of the VKPB (futurists) with the RCWP and the emergence of a “United Communist Party of Russia” under the command of Kuvaev, (earlier there was talk about such prospects in the Statement of the VKPB (futurists) from 26.06.2007). Time will tell whether or not Kuvaev will be successful in attracting anyone into his web, with his party abbreviation stolen from the Bolsheviks, (i.e.VKPB (futurists) in Russian is spelled as ÂÊÏÁó, but the party of Bolsheviks – AUCPB led by Nina Andreeva, is also spelled in Russian as ÂÊÏÁ), along with using our slogans, our program thesis, and his “revolutionary” phrases-camouflages. But deceiving the people with the “communisticness” of the VKPB (futurists) will for a time have an influence on people since, speaking out under our party abbreviation, with our slogans and our program thesis, they nowadays would replace us and the people will find it very hard to figure this all out.
It seems that in front of the reanimated from a sleepy state VKPB (futurists) by Kuvaev, formed by the Kremlin back in 2004, have been placed the following tasks:
- To destroy Bolshevism via disinformation of the population and the members of the AUCPB (All-Union Communist Party of Bolsheviks – leader Nina Andreeva),
- To lead away the communist movement from the path of struggle for socialism, for the revival of the USSR and to put an end to the very movement itself,
- To replace the CPRF (Communist Party of the Russian Federation – leader Zyuganov) as having fulfilled its social-democratic task, making out the VKPB (futurists) to be a true revolutionary communist party in opposition to the regime,
- To discredit the communist idea itself being a huge difference between declared thesis and true actions of the leaders of their parties,
The CPRF, formed along district committee lists of the CPSU, by proposal of Gorbachev and Yakovlev, for the 15 years of its existence has shown itself to be a social-democratic party, having preferred the parliamentary method of struggle to be the sole method of struggle. In actual fact, it has assisted the regime in strengthening its steadfastness, enabled the adoption of an anti-peoples constitution and has therefore lost its authority in significant measure among the people. Therefore I assume that the Kremlin has decided to replace the CPRF with the VKPB (futurists), having come from out of the core of the CPRF but this is hard to understand for many people due to its revolutionary slogans and sharp criticism of the leadership of the CPRF. In other words, the Kremlin, having formed a new “communist” VKPB (futurists) had to deceive Soviet people and carry out a replacement of figures in the protest movement with the pushing forth of a newly appeared VKPB (futurists), widely utilising communist symbols, slogans of struggle even “for the removal of the bourgeoisie and their allies from power, socialising the means of production, and in the future the building of socialism, and further on, a communist society” (Statement at a meeting of activists of the Moscow city regional branch of the VKPB (futurists) from 26/06/2007).
In the Declaration of the participators of the Constituent assembly of the Moscow regional branch of the OOD “RCWP” (Common Russian Social Movement “Russian Communist Workers’ Prospects”) (25.04.2008), the Kuvaevists went a step further, having proclaimed all our slogans and calls on the people to be their own, even declared the “dictatorship of the proletariat to be the irreconcilable condition for socialist transformations, the liquidation of private ownership over the means of production and all forms of exploitation and oppression”. But the way in which intend to revive socialism – is a question that remains open. Words about “the revolutionary character of the transition from capitalism over to socialism” asserts only one of the truths of Marxism – the transition from the lower formation to a higher one always signifies a revolutionary change.
Despite the high sounding correct phrases and slogans, despite the political demagogy and deafening chattering, the Kuvaevists will naturally do nothing IN REALITY from everything declared by them, a party formed by the Kremlin in the interests of the ruling oligarchy. Really can it be true that the Kremlin leadership – the managers of oligarchic criminal capital decided to form in the Russian Federation a vanguard of the class enemy in the form of a new “communist”, yes and yet still a real revolutionary (judging by the Declarations) party, and what is more, fully maintain this party? It is interesting to note that even in the name of the website of the party, its true activity sticks out a mile, and namely: vkpb-zapad.narod.ru. Namely the word zapad translates from Russian into English as the word – the west. It is hard to imagine that somebody from the Russian communists would get an idea into his head about calling the website the “west”. Let us remember the cynical revelation of oligarch Deripaska, that an opposition is needed, but one that it has to be handy. Another opposition for them (the oligarchs) is in principle impossible. And here crawls out of his own skin, deputy of the State Duma of the RF of three terms, Mr Kuvaev, have served well the Kremlin sponsors and counting on a nice reward from the oligarchs for the forming of a communist - a “handy opposition” and for the destruction of everything that hinders the peaceful sleep of the ruling criminal world of the real power- the destruction of the communist , especially the Bolshevik ideology and its bearers. But ideology is impossible to either ban or destroy: in lives in the minds of people. This moreover concerns the communist (Bolshevik) ideology, the ideology of the future of humanity and its progress.
We also remember that the name itself of the newly baked pro-Kremlin party was “recommended an agreed upon with the officials of the Ministry of Justice of the RF” (Newspaper “Rossiyskaya Pravda” No 2, 2004). In the article, is confirmed that the “jealous desire of the newly-appeared “communists” to call their party VKPB (futurists) was not supported by those same officials of the Ministry of Justice for well-known reasons.
We shall touch upon the history of the forming of the VKPB (futurists). This organisation was born on 11 September 2004 in the throws of the search of their own party membership card holders. An unprecedented luring of everyone using money, who agreed to be on the list of the newly appeared VKPB (futurists). Everyone who agreed, was paid in the form of a large monetary reward. We had already spoken about this in the newspaper “Serp I Molot (Hammer and Sickle) No10, 2004, citing facts and documentation, proclaimed by one of the leaders of the CPRF and also by the fact that “in the search for members of the new party and its technical maintenance, the Kremlin administration threw in a lot of money” and the conclusion of the CPRF member was that the “party was being formed for the further splitting up of the communist movement”. And that is the way it is. The main part of the party was then made up of state officials of various ranks, and a group of “far leftists” from the CPRF who had split from the party together with Mr Kuvaev. Ivanovsky governor V. Tikhonov was designated as leader of the party by the Kremlin.
It needs to be noted that the constituent assembly of the VKPB (futurists) was prepared in a hurry and held in advance of a Meeting planned by us Bolsheviks on 16/11/2004 on the coordination of unification of all protest forces in the country. The Kremlin is keeping track of our work very well, the work of the Bolsheviks, and knew that we, from the start of 2004 had been making proposals and agreements with other parties of the communist movement on the subject matter, and time of the Meeting. On account of the hurry, I assume that a party Program was adopted at the congress of the VKPB (futurists) that was liberal-bourgeois in essence and mixed up. In his interview to journalists, the leader of the VKPB (futurists), Tikhonov declared after the Congress: “I understand the position of our president, and I am firmly convinced that an opposition is needed in every country. Otherwise, with the absence of an opposition this would be complete stagnation!.. From this point of view we are convinced that namely our party will be the opposition party”. (Ros. Pravda”, 2, 2004). From Tikhonov’s words it is clear that that the Kremlin created the necessary “opposition” and took to fully maintaining it...
Naturally, in the Program of such a party, the strata of Soviet history is completely absent from the period of 1924 to 1953.
In the post-congress Statement “About unity of actions of communist parties of the RF” with the slogan of the moment: “all forces of the party – to work with the masses!” and what is presented in the Program, the tasks the futurists are going to solve by way of “participation in the life of society by means of influencing the formation of the political will of citizens with the aim of winning political power”. It is asked, WHY and in the name of WHAT are the futurists intending to take from the power that created them and well maintains them, and WHAT is understood by “political will of the citizens”? This is not revealed in the Program. The main form of activity is defined as “participation in the social and political acts and also in the aims of representing interests of citizens in the organs of state power and organs of local authorities”. From this it follows that the formation of the VKPB (futurists) follows the aim of strengthening the Putinist verticals of power, with the aim of stabilizing the rule of the oligarchs in the conditions of a growing protest movement in the country.
The formation of the VKPB (futurists) – is an original idea of the Kremlin during the Putin period: the seizing of the initiative from all communist, patriotic and protest forces, taking on THEMSELVES (the Kremlin and the FSB (former KGB) via the VKPB (futurists) the functions of coordination of their actions, using with this, the widest bribing up of everyone who will go for this.
I think that it will be hard for them to do this without the prompting of the overseas political scientists.
At the Meeting that took place on 16/11/4 2004 A.A. Prigarin (RCP – CPSU) and A.V. Kryuchkov (RPC), V.A. Ampilov (Trudovaya Rossiya) and V.A. Tyulkin (RCWP) had practically turned their backs on the class position, on Marxism, having adopted the position of the VKPB (futurists). V.A. Tyulkin then abstained only from signing the political document of the Meeting on unification under the aegis of the VKPB (futurists) having referred to not knowing the membership of the party...
It seems to me that the reason for such class spinelessness of the communist leaders is in their desire to join the Kremlin feeding trough which the VKPB (futurists) presents itself as doing. One can draw a conclusion about the sliding into the bog of opportunism and the rejection of Marxism- Leninism of “communist” leaders already back in 2004.
We remember also that a little earlier than 29 February 2004, the CPSU (Communist Party of the Soviet Union) was revived for that same splitting up of the communist movement by the Kremlin and which today has now ceases to exist (19.04.2008). Neither the speculation on using the name of J.V. Stalin, or copying from our party program of the Bolsheviks an entire number of main points, nor the unbelievable efforts undertaken for advertising the CPSU, or the constant attempts at recruiting our Bolshevik activists with the aim of luring them into the CPSU helped the anti-Stalinists of the Sheninist party. The “generals of the CPSU without an army” thus remain only generals wishing to “lead”, but unable to form their own party organisations in the localities.
I assume that the raising up of Shenin to a high leading post in the communist movement will become his last bluff.
The VKPB (futurists) under Tikhonov did not prove to be anything after, and has quietly died out after 2 years since it was organised, having not gathered neither the pledged 100 thousand members or contributed “any real proposals on part of those whose direct responsibility was to deal with ideological and subject theoretical questions” (from the speech by Kuvaev – chairman of the Politburo of the CC VKPB (futurists) 08.06.2006).
One has to assume that the Kremlin decided to activate the VKPB (futurists) reassigning it to Kuvaev – a member of the Presidium of the CC CPRF, first secretary of the Moscow City Committee of the CPRF. Before working in the CPRF, Kuvaev had passed through the smithy of the party cadres of the CPSU – Komsomol, sharpening up his speech-making skills in the department of propaganda and agitation beginning with the District Committee (Raikom) of the VLKSM (All-Union Leninist Komsomol), and after with the status of secretary of the Leninist Raikom of the Moscow VLKSM. In the structures of the CPSU in 1983 – 1991 – he worked as deputy head of the department for organisation of party work and first secretary of the Leninist raikom of the CPSU in Moscow. In 1991 -1995, he was general director of the Russian municipal association. He passed through the Russian State Duma (lower house of parliament) 3 times on the CPRF list. At the post of chairman of one of the Committees of the State Duma he worked on questions of local government as member of the Committee for economic policy and entrepreneurship etc, etc. As we can see, from the obedient list, Mr Kuvaev is his own man absolutely in the State Duma, as well as in the Kremlin.
How is the position to be regarded of the leader of the RCWP V.A. Tyulkin, co organiser of the OOD “RCWP”, “having united the practical activity of the RCWP with the VKPB (futurists)?” How absolutely natural turns out the former activity of the leadership of the RCWP.
For all the years of our joint co-existence in Leningrad, we constantly met with sharp alienation, at times even hatred on part of the leadership of the RCWP (and even earlier – on part of the so-called “Communist Initiative” (Kominitsiativ) in 1988-1991.) and complete rejection of our proposals for joint work. The RCWP constantly demanded from us that we merge into the RCWP, which we naturally could not agree to on the strength of significant difference in our ideological points. We proposed to all communist parties of Russia back in 1994 a gradual stage by stage unification: unity of actions, political unity, unity of ideology and organisational unity, or forming of a united party. Nowadays, this plan is proposed to all those of the OOD “RCWP”. From the position of events of today, the attitude of Tyulkin and his team towards us is becoming ever clearer. I assume that he and his team, at one time CPSU party bureaucrats of varying ranks and Khruschevites in ideological essence, have implemented the task of the former party nomenclatura of higher rank in the CPSU on disassociation of the communist movement in Leningrad, on the complete neutralization of the Bolsheviks and the liquidation of Bolshevism. For work well done in this direction, the counter-revolutionary regime has already encouraged Tyulkin with an armchair in the Duma for a forth time (in which the rotten nomenclatura of the CPSU found his comfortable seat under a new sun) (via the adding of Tyulkin to the Zyuganov list). On the surface they were sure that this would be enough and they did not allow Tyulkin into the Duma for a fifth time. The desire to again join to the Kremlin feeding trough directed Tyulkin into the embrace of the VKPB (futurists). Now, they are all together, the CPSU, RCWP and VKPB (futurists), and will be an handy opposition which the ruling class of the Russian Federation need for a demonstration before the West of the presence of “democracy” in Russia.
Concerning the forming of the OOD “RCWP”, then the prospects of its expansion and growth are very foggy and problematic...

THE DEMOCRATIC PEOPLE’S REPUBLIC OF KOREA (DPRK)
On 15 June 2000 in Pyongyang the Joint Declaration between the North and South was signed between leaders of North and South Korea. 19 June marks 44 years since the start of the work by Comrade Kim Jong Il in the apparatus of the Central Committee of the Workers’ Party of Korea (CC WPK).
Both dates are marked with celebrations in the DPRK.
15 June 2000 became an important landmark in the question on the independent unification of the North and the South by their own efforts without any kind of interference from outside. The nation which for more than 50 years has been divided into two hostile and opposing camps, officially declared their desire for unification into a single state.
The historical meeting, with the signing of the Declaration on unification took place in Pyongyang, thanks to the consistent and also huge preparation in political and diplomatic activity of the Chairman of the National Defence Committee of the DPRK, Comrade Kim Jong IL. One also needs to note that the Pyongyang meeting of the leaders of the two Koreas, took place under strong opposition on part of the USA, which has been hell bent on unleashing a new war against the DPRK in this period of time, or make the two Koreas clash with each other. Everything has been doomed to failure in this attempt at organising such an act of provocation.
In April 2002, under the command of Bush, speculation was set up about the so-called “nuclear question” and formed a critical moment in the mutual relations between the North and the South. Thanks to the long hours of talks between Kim Jong Il and high ranking officials of South Korea, and explaining the position of the DPRK, they were successful in preserving a friendly spirit in the relations of the two Koreas. The former president of South Korea Kim Dae-jung in June 2006 at one of the high-ranking meetings declared: “I bring gratitude to the Chairman of the NDC Kim Jong IL for the successful implementation of the Joint Declaration of the 15 June” 2000.
As is well known, the development of cooperation and the movement along the path of unification, was placed onto a practical position on 4 October 2007 by the adoption of the new “Declaration on the development of inter-Korean relations between the North and South, in peace and prosperity”. This second Declaration is a detailed plan of unification of the two Koreas.
The recent electing of another president of South Korea in the first steps of his activity, had complicated the advancement of the question of unification of the country. President Lee Myung-bak and his company are trying to revive the period of confrontation with the North, and are furiously opposing the unification, speaking out like treacherous puppets of the USA. A number of speculative statements were made by them with protrusion of the so-called “nuclear question” in the DPRK. With this, no attention has been paid whatsoever to the fact that the whole territory of the South Korea is occupied by military bases with the deployment on them of various types of weapons of mass destruction, including nuclear weapons. Practically the Americans and Koreans of the South of the country and they were compelled to exist in the direct proximity of the US armed contingent, which often carries out crimes in relation to the citizens of South Korea and tramples on their human dignity. Therefore, the policy of the newly appeared South Korean president is anti-peoples, serving the interests of the USA and Japan to the benefit of George Bush, who is departing from the political arena with disgrace on account of the complete failure if US foreign policy in the period of his presidency. Lee Myung-bak and his company carry full responsibility for the possible complications in the mutual relations, and betraying the interests of his own nation and his own people.
We are certain that the Leadership of the DPRK is calmly and correctly solving the problems arising and will remove the obstacles erected by the US puppets on the path to unification of the country. The unification of the nation is just a matter of time and the desire of the entire Korean people.
We wish the DPRK a successful solution to the question of unification of the Korean nation in the near future.
19 June marks 44 years since the start of the work of Comrade Kim Jong Il in the apparatus of the CC WPK, and the party as a whole. These changes provide a deep connection of the party with the masses and people, strong unity of the party and people, the desire of every citizen of the DPRK to do everything for the advancement of the Revolution forward to astronomical heights. The mass heroism in the workplaces, the mass heroism when serving in the Armed Forces has made the DPRK an impenetrable fortress. The great spiritual strength of the Korean people and its ideological unity – is the basis of its unbelievable steadfastness in the most complex of situations and is the guarantee of its victory.
The policy of Songun, having become the state policy of the DPRK under Kim Jong Il has provided for the fast growth in the economic development of the country and the might of the Armed Forces of the DPRK relying on their own means and own resources. And therefore the DPRK is an independent and sovereign country, with the ability to solve all questions of the functioning of the state and its defence from any aggressor by itself and using the most up to date means and methods. All this summons admiration from people of the world and not just from those who are struggling for their own sovereignty and independence against the imperialist diktat. Socialist Korea is a model of a country which always come out as the victor from the most complicated situations thanks to the unity of the Leader, Party and People. This unity is the result of the constant and painstaking work of the Party in the masses, and belief in the Party, which always stands on guard of the interests of the people, constantly caring about the growth in its prosperity and development of every human individual.

COMMENTARY BY SECRETARY OF THE CENTRAL COMMITTEE OF THE AL L-UNION COMMUNIST PARTY OF BOLSHEVIKS (CC AUCPB) CONCERNING THE NEW WAVE OF MILITARY HYSTERIA RAISED BY THE RULERS OF SOUTH KOREA
The year 2008, when on September 9, the 60th Anniversary since the founding of the Democratic People’s Republic of Korea by Comrade KIM IL SUNG, it has been declared a year of historical turning point in the chronicle of the history of the Motherland, with the start of a new epoch of independent reunification, peace and prosperity of the country.
The people of the DPRK are with enthusiasm preparing to meet this famous event – the birth of a new, socialist Motherland, and together with it, and the birth of man of a new social- economic formation, man – master of their own free country, man, with enthusiasm storming the heights of socialism under the banner of the Juche Idea, bringing into life the policy of Songun.
The history of the DPRK – is a history of a heroic epoch of creation and construction of a new society in the interests of man of labour, in the name of his happiness and prosperity; this is a glorious and difficult path of independence, the defence of its own sovereignty in conditions of unprecedented pressure, military and ideological provocations, economic diversion and a brutal embargo on part of the USA, the US military aggression in 1950 – 1953, (the only war that the US lost to small only just born DPRK), the US having set itself the task to no matter what, crush the DPRK, to destroy socialism in that part of the world and its achievements in the past 60 years. But the imperialists of the US, in possession of huge world gold reserves, miscalculated, did not take into consideration that in the world there is a force much more powerful than any quantity of gold.
During these years of socialist construction, the Party (The Workers’ Party of Korea –WPK) had educated a new man – a great patriot of their own country, ready to give his life for freedom and independence of their Motherland, when each member of society together with others are solidly united in monolithic unity closely around the Leader and the Party.
Following the end of the II World War, the USA split Korea, having formed a puppet government in South Korea which all these years has faithfully fulfilled the role of an obedient puppet of the USA having provided the territory of the South Korea with unlimited numbers of military bases, overflowing with nuclear weapons and the latest weapons of mass destruction of people. The entire military potential of US military bases in South Korea have always been directed against the DPRK and remains like this to this day.
The loyalists to their US master, on whose means they live on, the South Korean rulers, ignoring any conception about morals, honour and dignity (which they are accustomed to) even on this famous date and glorious year for the DPRK, circulated by order of their US masters an adventure, in essence making a declaration of war, “About the possibility of delivering pre-emptive strikes against the nuclear objects of the DPRK, when necessary”.
Bush, who is leaving the scene, “a weak and crafty leader”, hated by the majority of the population of the world, bringing his adventurous, aggressive policy of blood and misery to many peoples of the world, having destroyed Yugoslavia, defeated Iraq, initiating Israel to a constant military robbery against the Palestinians, having invented the term “international terrorism”, with the help from which it tied up all the imperialist countries into a single bandit gang, assisting the USA, meanwhile still floating, today this criminal thug is not brave enough itself to declare its intention to deliver a pre-emptive strike against the DPRK, afraid of a dignified rebuff on part of the Armed Forces of the DPRK, presently (thanks to the developments by the Koreans) equipped with a nuclear weapon and ballistic missiles capable of reaching the territory of the USA. Yes, and the time for such actions in relation to the DPRK have a long time ago sunk into oblivion. Therefore, George Bush is pushing forward provocateurs – his own lackeys – leaders of South Korea with vile provocational statements, implementing in such a way, a psychological attack on the DPRK.
Today, the situation in the USA is very unstable and their downfall is approaching. George Bush, leaving the historical scene, is I assume, attempting, by demand of the world Zionist government – the notorious Committee of 300 – by any means possible, to delay the collapse of the USA, by the usual well-designed method – of unleashing a war in any corner of the world, since imperialism lives, thanks to wars and plundering.
But any attempts of Bush directed in the direction of the DPRK, are futile.
It is impossible to triumph over a people, higher than anything valuing their own freedom and independence of the people, united solidly around their leader and party, the people, certain in their own bright morrow.

Lee Myung Bak Regime's Sycophancy towards U.S. and Anti-DPRK Confrontation Hysteria Blasted
Pyongyang, April 1 (KCNA) -- Rodong Sinmun Tuesday carries its commentator's article exposing and denouncing the Lee Myung Bak regime's sycophancy towards the United States and anti-DPRK confrontation hysteria.
The following are excerpts from it:
The Lee Myung Bak regime of the Grand National Party that emerged in south Korea recently is becoming undisguised in its sycophancy towards the U.S. and confrontation with the DPRK, blatantly swimming against the trend of the era of independent reunification.
Lee and his gentries are letting loose such spate of sophism as "priority to the south Korea-U.S. relations", "complete settlement of the north's nuclear issue" and "pragmatism," crying out for making up for "the lost decade" in a bid to overturn all what has been achieved between the north and the south of Korea since the publication of the June 15 joint declaration.
Lee Myung Bak, in particular, is getting vocal in the nuclear racket, making no scruple of talking such nonsense as "it is impossible to head for reunification and hard to improve the south-north relations unless nukes are dismantled." This reminds one of traitor Kim Young Sam's utterances that he "would not shake his hand with the one who has access to nukes."
The minister of Unification is also behaving disgustingly, asserting that he would adjust the speed, scope and ways for the development of the inter-Korean relations depending on the progress made in the efforts to settle the "north's nuclear issue".
Meanwhile, the conservative ruling forces of south Korea are kicking up a wholesale campaign of purge against the progressive pro-reunification forces in a bid to quell people's desire for achieving reunification through an alliance with the north and stoke confrontation with it among them. They are, at the same time, getting frantic with war exercises for invading the north and "human rights racket" in collusion with outside forces.
This indicates what extent the anti-north confrontation hysteria of the Lee Myung Bak regime has reached.
As far as Lee Myung Bak is concerned, he is a conservative political charlatan who took the office of the mayor of Seoul from the ticket of the GNP after doing business since the period of the "Yusin" fascist dictatorial regime. No wonder, he revealed his true colors as a sycophant towards the U.S. and anti-north confrontation advocator as soon as he came to power.
The anti-north confrontational nature of Lee and the ruling conservative forces was brought to light when they advocated the so-called "no-nukes, opening and bringing the per capita income to 3000 dollars" as their "policy towards the north." The above-said piffle is nothing but a very absurd and ridiculous jargon as they cried out for the north's "complete nuclear abandonment" and "opening" as preconditions for the improvement of the north-south relations. This is little short of an anti-reunification declaration as it is aimed at sacrificing the interests of the Korean nation to serve outside forces, pursuing confrontation and war and driving the north-south relations to a collapse.
Lee and his gentries are raising a hue and cry over what they called "nuclear threat from the north", vociferating that "the north's access to nukes is impermissible" and the "priority should be given to the complete nuclear abandonment".
These are reckless remarks made by those who know nothing about the background against which the nuclear issue surfaced on the Korean Peninsula and its essence, the root cause of the nuclear threat and the agreements adopted at the six-party talks.
The successive "governments" of south Korea have not shown any worry about the fact that the U.S. openly deployed in south Korea nuclear weapons enough to kill the Koreans hundreds of times but supported it and zealously joined in the U.S. nuclear war maneuvers against the DPRK.
It was the first thing done by Lee after becoming the "president" that he let the U.S. bring its super-large nuclear-powered carrier and nuclear submarines and other ultra modern nuclear hardware to south Korea and staged nuclear war exercises for invading the DPRK with outside forces. He is also contemplating participating in the dangerous "PSI" and "MD" which even his predecessors hesitated to do so.
He seems not to know properly about the contents of the denuclearization of the Korean Peninsula.
The denuclearization of the peninsula is not an issue between the north and the south but an issue between the DPRK and the U.S. and an international issue involving south Korea. That was why the six-party talks were arranged.
He is making a mess of the process to denuclearize the peninsula by echoing what others utter like parrot as he knows nothing about why the nuclear issue was spawned in the peninsula, what compelled the DPRK to have access to nuclear deterrent and why the DPRK calls for the denuclearization of the peninsula.
The Lee Myong Bak regime should not forget the lessons drawn by his American master and the preceding regimes that met shameful setbacks after pressurizing the DPRK to "dismantle nukes first."
The DPRK is not such state which will meekly yield to the pressure of someone to unilaterally dismantle the nuclear deterrent, a product of great Songun and a shield for justice and peace. It is quite self-evident that what Lee, a pro-U.S. stooge, uttered cannot have any impact on making the above-mentioned nuclear deterrent an object of bargaining.
His call on "the north to dismantle its nukes first" is nothing but a declaration of confrontation and a war declaration as it throws a hurdle in the way of the settlement of the nuclear issue, far from helping solve it, and does harm to the north-south relations and disturbs peace.
The word of "opening" uttered by Lee is an intolerable provocation to the dignity and system of the DPRK.
As far as "opening" is concerned, the DPRK has never closed its door but keeps its door opened to the U.S., a hostile country, to improve its relations with it.
It is none other than the U.S. and the present ruling forces of south Korea who are clinging to the moves to blockade against and isolate the DPRK.
The U.S. has enforced the unprecedented policy for isolating and stifling the DPRK on the strength of such evil laws as the "Trading with the Enemy Act" and "Law on Terrorism" and south Korea has zealously joined it in executing them.
The Lee Myung Bak regime, in particular, is opting to shut the door of the inter-Korean relations, which have favorably developed since the publication of the June 15 joint declaration, after laying down what it called "four principles for pushing forward the policy towards the north".
Lee's accusations against the DPRK over its "human rights situation" is a revelation of his ignorance of the DPRK and, at the same time, a deliberate political provocation to incite hostility and mistrust between fellow countrymen and push the north-south relations to those of confrontation.
In fact, "human rights abuses" are rampant in south Korea under the military occupation of the U.S.
A particular mention should be made of the fact that no sooner had the Lee Myung Bak regime emerged than it kicked up a campaign of cracking down upon progressive pro-reunification forces under the pretext of "pro-north," asserting this is aimed at purging remnants of the preceding "leftist government." People thus term it a "neo-fascist regime", "government seeking only public peace" and a "reactionary regime."
It finds fault with the system in the DPRK, talking about the "opening" and "human rights." This is an impertinent act that can be perpetrated only by those who are ignorant of the basic principle of the inter-Korean relations on which both sides agreed to stop slandering each other and interfering in each other's internal affairs.
The present south Korean authorities have gone so far as to implore their U.S. master to help lead the DPRK to "opening" and raise a hue and cry over its "human rights situation" even on the international arena, hell-bent on crying out for "opening" and "improved human rights record".
"Opening" much publicized by the Lee regime indicates that it seeks to tarnish the dignified system in the DPRK, push the north-south relations to those of confrontation and, furthermore, sell off the whole of the Korean Peninsula to the outsiders lock, stock and barrel.
Lee also floated the story about bringing someone's "per capita income to 3,000 dollars", making a mockery of the DPRK. This has brought to light his true colors as a vicious political charlatan and imposter.
Lee and his gentries are letting loose a spate of honey-coated words that they will help the DPRK raise per capita income to 3,000 dollars within 10 years if it scraps nukes and opens itself to the world.
It is ridiculous for them to pretend to show "generosity," finding fault with the self-supporting national economy in the DPRK and the living conditions of its people despite the fact that south Korea has colonial economy dependent on the U.S. This is a sort of political caricature.
They are so foolish as to talk about "national income" of someone though they are in such bad shape as to be busy begging for foreign capital due to the bankruptcy of economy and the livelihood of the people in south Korea as soon as they took office. This is enough to make even a cat laugh.
What merits attention is that the Lee Myung Bak group said it would borrow money from the Western countries and add even the money to be paid by Japan to the DPRK as reparation for its past crimes to the funds to be used for "aiding the north."
If he has an iota of the sense to discern things, he should know who helps whom and who is obliged to whom.
Lee had better mind his own business before "worrying" about someone else.
The DPRK will be able to live as well as it wishes without any help from the south as it did in the past. But it will follow how the south side will live, turning its back on the north side and standing in confrontation with it.
Lee is exploiting the noble north-south cooperation projects for co-prosperity of the nation in a bid to meet his sinister political purpose, thus bringing into bolder relief his true colors as a disturber of reconciliation and cooperation and an enemy standing in the way of reunification and prosperity.
Such sophism about "no nukes, opening and 3,000 dollars," a provocation to the DPRK, is nothing but the most despicable jargon and a daydream as it saliently reveals the anti-reunification and treacherous nature of the Lee's regime.
Lurking behind those remarks is reactionary "pragmatism."
There have been a series of regime changes in south Korea but it was only traitor Lee Myung Bak who openly declared at home and abroad that he would put the inter-Korean relationship within the framework of the diplomatic relations and subordinate it to them in handling the issues related to it.
Lee's seizure of power created a thorn bush in the way of the inter-Korean relations and this cannot but have an adverse impact on the situation in and around the Korean Peninsula.
Lee's regime has become frantic in establishing triangular relations of military alliance with the U.S. and Japan while tightening the nexus with them. This has escalated the tension in and around the peninsula, increasing the danger of a nuclear war.
Should traitor Lee Myung Bak opt for confrontation, subservient to the outsiders after scrapping the inter-Korean declarations and agreements, the DPRK will have no option but to change its approach toward the south.
Moreover, the DPRK will never allow anyone to make a preemptive attack on it in a bid to destroy its dignified system, its lifeline.
It is the consistent stand of the DPRK to develop the north-south relations and achieve independent reunification, peace and prosperity in line with the historic June 15 joint declaration and the October 4 declaration.
The DPRK will as ever make every possible effort to keep the June 15 era of reunification going but mercilessly meet the challenges of a handful of absent-minded traitors swimming against the trend of the times and sternly punish them in the name of the nation.
Lee Myung Bak should not misjudge the patience and silence so far kept by the DPRK.
The Lee regime will be held fully accountable for the irrevocable catastrophic consequences to be entailed by the freezing of the inter-Korean relations and the disturbance of peace and stability on the Korean Peninsula due to its sycophancy towards the U.S. and its moves for confrontation with the north.
Imperialists' Psychological Warfare Blasted
Pyongyang, May 3 (KCNA) -- The imperialists are hell-bent on the psychological warfare to dampen the stamina of the revolutionary army and people in the DPRK. This is, however, as foolish an act as trying to sweep the sea with a broom. Rodong Sinmun Saturday says this in a signed article.
It goes on:
The DPRK is an invulnerable socialist fortress as it stands undeterred by any psychological warfare of the imperialists.
The imperialists' psychological warfare against the DPRK has never flagged and sagged from the period of the grim Fatherland Liberation War and the postwar period of rehabilitation to this period of building a great prosperous powerful nation.
The army and people in the DPRK have not wavered even a bit despite the U.S. imperialists' unprecedented psychological warfare. The people's mind-set has always been transparent and stable. The people in the DPRK are, indeed, a staunch and genuine people as they counter enemy's undisguised moves for aggression with their tough military confrontation and react to his psychological warfare with steadfast revolutionary faith and principle. No psychological warfare can ever work on the army and people in the DPRK as they have been tempered while overcoming all difficulties and ordeals in the fierce confrontation with enemies for several decades.
The army and people in the DPRK have reposed undisputed trust in the headquarters of the revolution.
The Korean people always think and act according to the idea and intention of the headquarters of the revolution headed by Kim Jong Il, firmly trusting and following it as their mainstay and the sun in their life. No matter how frantically the enemies of the revolution air undesirable broadcasting programs and float false rumors they can never deter the hearts of the servicepersons and people of the DPRK from going out to the headquarters of the revolution.
The Supreme Commander's commanding system has been thoroughly established throughout the Korean People's Army and strong revolutionary discipline prevails in it. No psychological warfare of enemies can ever find even the slightest way to it. Society remains stable and people's mind-set sound as the army remains strong.
The army and people in the DPRK are revolutionary as they have firm anti-imperialist working-class awareness.
They cannot harbor any slightest illusion about imperialists. The Korean people have keenly realized through their life experience that the imperialists remain unchanged in their aggressive nature. The imperialists and their trumpeters run the whole gamut of high-sounding and sugar-coated words to propagandize the "superiority" of capitalism and spread the bourgeois way of life. But it is the traits peculiar to the army and people in the DPRK to invariably remain faithful to their class duty.
The Korean people are well known to the world as the people strong in faith as they have never been fearful of imperialists. Whenever a tough-and-go situation prevailed in the DPRK, imperialists threatened and blackmailed its army and people by mobilizing huge armed forces and media. But they pushed forward the revolution and construction, unfettered by such moves. The army and people in the DPRK are fully determined to deal a thousand-fold blow at the enemies and finally conclude the confrontation with the imperialists, should they intrude even an inch of their land, sea and sky.
Good politics produces stable popular mind-set and socialism is sure to win one victory after another if this mind-set remains sound. Kim Il Sung's Ideas and Theories on World Revolution
Pyongyang, May 4 (KCNA) -- President Kim Il Sung put forward the unique theories and strategies and tactics on the world revolution in the era of independence on the basis of the Juche idea and successfully applied them, thus hewing out the new road of the world revolution and performing the undying feats in accomplishing the human cause of independence, says Rodong Sinmun Sunday in a signed article.
In the whole course of Kim Il Sung's ideological and theoretical activities the years from the latter half of the 1920s to the first half of the 1940s are characterized as the period when he combined the national liberation struggle in colonies with the revolutionary struggle of the international working class for socialism and gave a unique solution to the theoretical and practical problems for the revolutionaries in the colonial countries to contribute to the world revolution with independent revolution, the article says, and goes on:
What is core in the ideas and theories of Juche on the world revolution set forth by him in this period is the ideas and theories that the people in the colonial countries should set it as the goal of the world revolution to overthrow all imperialism and shatter the imperialist colonial rule with their armed struggle and thus accomplish the cause of national liberation, contribute to the world revolution and defend the revolution won through the powerful anti-imperialist struggle.
What is important in the ideas and theories of Juche on the world revolution put forward by him in this period is the ideas and theories on defining imperialism as the major object of struggle of the oppressed working masses the world over and setting it as the goal of the world revolution to overthrow all imperialism on the globe and build communism in the world.
In this period he laid down the idea for the revolutionaries and people of the colonial countries to make the revolution for national liberation by their own efforts and gave a unique exposition of the theories and strategies and tactics on the revolution for anti-imperialist national liberation. This holds an important place in the ideas and theories of Juche on the world revolution set forth by him.
The basic content here is the idea and theory that the national liberation movement in colonies should become an independent revolution which is being carried out by the people themselves in colonies and semi-colonies as it is caused by the national and class contradictions existing in these countries.
Contained in the content of the theories, strategies and tactics on the revolution for anti-imperialist national liberation indicated by him in this period are the ideas and theories on setting the achievement of independence by one's own efforts as the fundamental principle of accomplishing the revolution for national liberation in colonies and on realizing the international anti-imperialist joint action and the anti-imperialist united front by thoroughly applying it.

AN ACID TEST
While our people on May Day, the workers’ day, joyfully celebrates the fiftieth anniversary of the Triumph of the Revolution, and the seventieth anniversary of the creation of the CTC, the sister nation of Bolivia, fully dedicated to the preservation of health, education, and ensuring the safety of all its citizens, is only a few days, perhaps hours, ahead of going through tragic events.
When we listen to the hair-raising news coming from all over the world about the shortage and prices of foodstuffs, the prices of energy, the climate change and inflation, these being problems which for the first time have emerged all at once as crucial issues, imperialism is bent on disintegrating Bolivia and submitting it to alienating work and hunger.
Four of the wealthiest departments of that country, headed by the oligarchs of Santa Cruz, hope to declare independence and, with the support of the empire, have arranged their own referendum. Meanwhile, the media have paved the way and shaped up voters’ opinion by creating all sorts of illusions and deceptions.
The Armed Forces, faithful to its historic mission, in a country harassed and deprived from an access to the sea and other vital resources, do not favor Bolivia’s disintegration. But the perfidiously conceived Yankee plan is to recruit some anti-patriotic sectors within the military to get rid of Evo in the interest of unity. If transnationals manage to take hold of the basic branches of production, this would be a mere formality. The imperialist motto is to punish Evo and get rid of him.
This is the time for denunciation, for speaking the truth.
“Everyone for himself!” seems to be the cry resounding all over the world, out of lack of foresight and proper meditation about the events leading to a profound international crisis.
This will be an acid test for all Latin American governments and peoples. So it will for all of our doctors and educators who carry out their lofty and peaceful work in that country, no matter what may happen there. Should they face any risky situation, they will not abandon their patients or students.
