FOR BOLSHEVISM

INSIDE THE COMMUNIST AND WORKERS’ MOVEMENT

LONG LIVE THE GREAT OCTOBER SOCIALIST REVOLUTION!!
--------------------------------------------------------------------------------------------
CONNECTING BOLSHEVISM WITH THE WORKERS’ MOVEMENT
A.A.MAEVSKY, Secretary of the Central Committee of the All-Union Communist Party of Bolsheviks (CC AUCPB)
Report read out at a session of the Buro of the CC AUCPB for Ukraine, Moldavia and Pridnestrovia on 12 July 2008
It is twenty years ago since the time of the writing of the famous letter by Nina Alexandrovna Andreeva “I cannot give up principles”, which laid down the start of the rebirth of Bolshevism in modern conditions; our party – the All-Union Communist Party of Bolsheviks - (AUCPB) has been active and struggling for already 17 years; 13 years have passed since the moment of the start of work of the Ukraine Buro of the CC AUCPB (Buro of the CC AUCPB in Ukraine, Moldavia and Pridnestrovia) and the newspaper “Raboche-Krestyanskaya Pravda” has been published for already 12 years and for over two years has been the party’s Central Organ. It is necessary to summarize some of our activity.
One may say that despite all the difficulties and problems, our party on the whole, as well as the Ukraine organization of the AUCPB, have continued work. In particular, the close scrutiny of our activity by the ruling bourgeois regimes on the territory of the ex-USSR bears witness to this in particular, by way of their incessant attempts at forming pseudo-Bolshevik parties and organisations (in detail spoken about in the article of the General Secretary of the CC AUCPB Comrade N.A. Andreeva “Another mass attack on Bolshevism and the communist movement on part of the ruling power of the Russian Federation”) with the aim of steering the communist and workers’ movement away from the revolutionary path of struggle, and creating confusion in the minds of working people. The continuing massive ideological attack by the bourgeois regimes, using all the power of the modern media against the true achievements of socialism in our country, the wild and false campaign when addressing V.I. Lenin, J.V. Stalin, the malicious anti-communism, anti-Sovietism and anti-Stalinism bear witness to this. In Ukraine it is the same thing, combining Russophobia with primitive nationalism. The bourgeoisie understands very well who its main enemy is, and is doing everything in order not to allow the merging of Bolshevism with the workers’ and protest movement of the working people.
At the same time, the most important principle of activity by the Bolsheviks, is their critical approach towards the results of their daily work, the analysis of shortcomings, and the working out of ways and means of their elimination.
It is namely on our shortcomings that I believe necessary to remain on firstly.
The vast majority of party activists and members of our party are working exceptionally selflessly, unselfishly, putting in their whole heart, their entire life experience, knowledge, energy, abilities and talents to the cause of the revival of our dear Soviet Motherland, to the cause of the struggle for the overthrowing of the thievish power of capital and the rebirth of Soviet power, socialism and the rebirth of the USSR.
However, the results of our practical activity are more than modest. The party organizations are small and are held together by only a few activists. Our veterans do their best, and many of them are over 70 years old. There are few young people in the organizations, and those who are in them often appear passive and infantile.
What are the reasons for these shortcomings? Why, despite the selflessness of the party members and their dedication to the cause of Marxism-Leninism (Bolshevism), we still find ourselves on the fringes of political life, and therefore the masses do not follow us?
In our analysis, I shall not stop on the objective circumstances behind this, as the reasons and obstacles have been repeatedly analyzed by our party at congresses, Plenary Sessions of the Central Committee and at sessions of the Ukraine Buro of the CC. Firstly, I want to focus our attention on the subjective factor, on our skill in working with the masses of the working people, on the skill to bring to life the party decisions.
The main reason for our shortcomings, in my view, lies in the inability to connect our party work to the daily needs and concerns of the working people, to their struggle for their rights. That is to say, it is as if the party work is going along at its own pace, but the life of the working people, with their troubles and concerns - at its own pace. What we are seeing is a break between the activity of the party organizations and the life of the working people, and of not being able to bring to life the decisions made by the party.
You don’t have to go far to find an example of this. In the beginning of June, an explosion occurred at the K. Marx mine in Enakievo resulting in the death of miners. The editorial board of the newspaper “Raboche-Krestyanskaya Pravda” analyzed the material by the media (I emphasize that we are talking here about the bourgeois mass media which tries to steer the working people away from the true cause of another mining tragedy), the material from Internet publications give their own evaluation of what actually happened. And where is the Donetsk organization of the AUCPB headed by member of the Central Committee, vice chairman of the Ukraine Buro of the CC? Not a word. Does it not turn out that the life of the miners, their pain and problems do not concern our Donetsk Bolsheviks!? How do we expect to influence the working class and more so, raise it up to the struggle against the anti-people’s bourgeois regime if we stand aside from the miners’ tragedy? Here is the result. In the Donetsk organization, in the centre of the mining district, there is not one miner. And with such an attitude we won’t get far. We often criticized and justifiably so, comrade Ya for appeasement with the opportunism of the Communist Party of Ukraine (CPU). But with all this, she led the Donetsk analytical centre of the AUCPB, and attracted many specialists to the work, although only sometimes, but gave an analysis of the situation of things in the mines of Donbass. Lately, due to circumstances, she has been less active and the Donetsk comrades have “forgotten” about the miners. It is the same situation with the Lugansky party organization. I think you all remember the articles and notes by comrade Knishov. He had been directly connected with the life of the miners and constantly handed in material about their work to the newspaper for printing, about the deliberate ignoring by the ruling regime as well as the management and owners of the mines, health and safety at the mines, since the bourgeoisie by making cuts in health and safety at the mines, are making a profit. Often to the bourgeoisie, it is cheaper to bury miners and make a few handouts towards the dead and shed a few crocodile tears concerning another tragedy, rather than investing money in health and safety at the mines and introducing new technology etc. The sharp incriminating articles by comrade Knishov led to the authorities constantly harassing him. The authorities twice locked up comrade Knishov in a “mental institution” and forced him to reject the Bolshevik struggle, threatening him if he did not conform, with life in a psychiatric ward. The remaining Lugansky organizations, (excluding the Bryankovsky party organization) are not interested in the life of the miners or workers of other professions. And indeed in Donbass there is not just the coal industry. There is metallurgy and machine building as well as other branches of production. Donbass is rich too, in revolutionary traditions. The working class will come over to us and follow us, if we do our own work in the closest contact with the needs and issues of the people of labour. Then they will listen to us, and accept our Bolshevik ideas and slogans. And namely then, our Bolshevik work will acquire not only a theoretical character but will also start to gave practical-political tangible results.

Taking part in the events on 7 November, 1 and 9 May in Kiev and in other mass actions, we could not but notice that in the CPU (Communist Party of Ukraine), many young people had started appearing. What does this say? This speaks of the fact that despite the unbridled and frenzied anti-communist campaign, the youth are all the more turning towards leftist ideas. No matter what the bourgeoisie say about the “charms” and “delights” of life in capitalist society, young working people are ever more becoming convinced in the fact that in bourgeois “independent” Ukraine, there is no future. Education is fee paying and available to by far not every young boy or girl and their parents. Having graduated learning institution, they will unlikely be working according to their specialty because the salary will be very low. By far not everyone will be lucky enough to fix themselves up in one or the other business structures. The absence of the means will not allow young people to form a family and to have children. Housing, with their crazy prices, costing several thousand US dollars for a square metre, is practically inaccessible to young families. And the most conscious young people are entering the path of struggle and are going into the communist movement. But since they practically hardly ever see us, they then enter the CPU. But that is not the only reason. We do not know how to work with the present youth, do not try to delve into the needs and problems that stand before young people, and talk to them banally, often mentor-like with an impatient tone, not listening to the youth. The result of this is clear – a splitting of generations, the inability to pass on revolutionary Bolshevik ideas to the comrades and the inability to attract the youth over to the idea of revolution. And indeed it is namely they who will carry out a revolution, revive socialism and build a classless communist society.
Although it goes without saying that we are not sitting down doing nothing with our arms folded. A certain amount of progress has been noted in the Kiev party organisation. There have been attempts to attract over to our party work young people in Umansky, Kharkovsky, Odessa, Ladizhinsky and Vininitsky party organisations. In this respect, progress has been noted also in the Kramatorsky party organisation. More and more letters from young people are arriving (including by email) at the editorial board of the Bolshevik newspaper “Raboche-Krestyanskaya Pravda”. The letters are in discussion form, interesting, with a fresh view of young people on problems which stand before the workers’ and communist movement. But on the whole, work with young people is at an extremely insufficient level. To turn the youth towards Bolshevism, to include them in revolutionary activity and struggle – is our most important task. Young people will only follow us when they see in us active and selfless fighters for the rights of the working people, who know not just how to distribute Bolshevik newspapers and make correct speeches, but who will work in the depth of the masses, understand and reflect in our daily activity and the struggle, the demands and needs of the people of labour, the demands and needs of young people.

About the current situation in which we have to work. Imperialism at the start of the XXI showed its own true bankruptcy. More accurately speaking, imperialism has been demonstrating its own economic failure throughout the entire XX century. It is no wonder that V.I. Lenin in his outstanding work “Imperialism, the highest stage of capitalism” showed the dying and decaying character of this highest and last stage of capitalist social-economic formation. But the dying of the last exploiter system does not take place in an instance. Understanding, more accurately speaking, having a presentiment about its inevitable death, imperialism searches ways for saving itself by conflicts and wars. Just in the past 100 years, the imperialists have unleashed two world wars, taking away tens of millions of lives, scores of local wars and conflicts have been unleashed bringing about countless torment and suffering of peoples.
The beginning of the XXI century has been marked by new wars and conflicts in which US imperialism, is leading the struggle for world domination and its own survival. NATO aggression headed by the USA against Yugoslavia, and aggressive wars by American imperialism and their allies against Afghanistan and Iraq show this. The endless threats addressed at the DPRK and Cuba, Iran and several other countries that are carrying out their own independent domestic and foreign policy, that do not fit into the frame of the American “New World Order”.
The inevitable death of imperialism is not a propagandist communist slogan. It has been conditioned by the objective laws of the development of the capitalist means of production. We have had to talk about this, about the objective character of the death of capitalism and the inevitable replacement of it by a new communist social-economic formation. Capital gets its profits only by the exploitation of man by man, on the backs of extracting surplus value, that is to say, the unpaid labour of the worker. Modern-day scientific-technological progress squeezes people out of the process of production, replacing direct labour power with automatic machines and robots, utilizing computers in the production process, modern information, bio and nano-technology etc.
The fact that imperialism has outlived itself is displayed by the continuous, cyclic and repeating crisis. The financial crisis at the end of the 1990-s practically enveloped the whole capitalist world. Last year alone saw the largest ever mortgage crisis on the US market. Here is why many observers and analysts note that the USA has not been able to fully exit this crisis. The US economy is seriously sick. The dollar is losing its status as a world currency. For 20 years, from 1987 to 2007, the US deficit has grown from 11 to 48 trillion dollars, notes Kevin Phillips in the article “The Old Titans All Collapsed. Is The US Next?” (“Washington Post”, 18 May 2008). Kevin Philips writes: “The U.S. economy faces unprecedented debt levels, soaring commodity prices and sliding home prices, to say nothing of a weak dollar. Despite the recent stabilization (Spring 2008) of the economy, some economists fear that the world will soon face the greatest financial crisis since the 1930s.
In the world capitalist economy, inflationary processes are growing. Across the entire world, prices for food and energy resources, and firstly, oil are fast soaring. This is delivering a sharp blow, foremost to the world’s poorest countries.
The notorious financial expert and stock market speculator George Soros notes that the existing system is “cracking at the seams”. In the publication Public Affairs, his book “New Paradigm for Financial Markets: the Credit Crisis of 2008 and what it means” in which it talks about the fact that the “core economy is speckled with fundamental decay, therefore we are all doomed”. It is clear that under the words “we are all” the author implies the world’s strongest, that is, the ruling imperialist class.
We, Bolsheviks by reason of this, note that the entire world system of imperialism is doomed to death.
But no kind of dying system does not leave the world arena without a battle. The USA is leading the struggle, not for life, but to the death, for control over the mineral–raw material resources of the planet and the use of cheap labour power of countries that do not belong to the “gold billion”. The American empire is carrying out a struggle for domination and the establishment of the so-called “New World Order”. Having been able to delay its collapse thanks to the destruction (temporarily) of the USSR and living off the backs of robbing our country (the ex-USSR), US imperialism is now placing the task for the destruction (breakup) and colonization of Russia itself and the taking over of its natural wealth.
Russia has already been practically surrounded by US-NATO troops and military bases. The next ones lined up for NATO membership are Ukraine and Georgia as well as the locating of anti-missiles shields in Poland and Czech republic, namely: 10 missile interceptors in Poland, and anti-missile radars in Czech republic. The principled agreeing to the locating of US anti-missile bases has already been given by the governments of Poland of Czech republic, despite protests by their own people. According to the opinion of the deputy head of the Ministry for Foreign Affairs of Poland Vitold, Vashikovsky, the US is holding talks with Lithuania also, about the possibility of locating elements of the anti-missile system on Lithuanian territory (according to France Press agency from the 18 June).
“The US anti-missile system, the main aim which is the neutralization of Russia’s missile-nuclear potential, will been created along the entire perimeter of Russia’s borders”, believes the president of the Academy of geopolitical problems, Major-General Leonid Ivashov. In his interview with the Russian News agency “Novosti” of 18 June, the expert, commenting on the information about the talks between US and Lithuania about the possibility of locating on Lithuanian territory, elements of the US anti-missile shield noted: “It needs to be expected that elements of the anti-missile shield will be located not just in Lithuania, but also in all territories belonging to Russia, under the control of NATO…Air strike groups will be strengthened, the number of winged missiles increased, new weapons systems introduced that our anti-aircraft defence system will simply be unable cope with”. The possibility of Ukraine and Georgia joining the North Atlantic Treaty Alliance (NATO) will have the most negative consequences for Russia’s defence capabilities. The major-general notes: “It is to be expected, not counting on the naivety and the charity of the West, that with the inclusion of Ukraine and Georgia in NATO, there will definitely be elements of the US anti-missile system located there”. And further he adds, “and they want to include Makachevsky and Sevastopol RLS into this system, and they will be working against us”. The expert notes that “the USA is aiming to have a stable system with the ability to intercept and destroy Russian nuclear forces, a part of the missiles on land, part on a booster, part in orbit and then afterwards, destroy it having forced their way in”. By words of L.Ivashov, the meaning in having the US anti-missile defence shield is by 2012 – 2015 to have devalued the entire Russian missile-nuclear potential.
All this speaks about the fact that the USA is preparing for a possible war with Russia, complete the surrounding of Russia with troops and military bases, and is doing everything in order that in the case of a possible military conflict, to avert a retaliatory missile-nuclear strike on part of Russia from its own territory, that is, to defend itself. At the same time, the US knows well that by locating its own anti-missile defence shields and sites on the territories of Poland, Czech republic, Lithuania, in future Ukraine and Georgia and other countries of NATO and allies of the USA, they, with this, are subjecting to the danger of a retaliatory strike against these bases and sites from Russia with the consequent victims of the population in the given countries. That is to say, the peoples of Poland, Czech republic, Lithuania, Ukraine, Georgia and other “allies” of the USA will bring to sacrifice of their own maniac plans for the struggle for world domination. They themselves are counting on, like in the World War II, to sit with impunity over the Atlantic Ocean getting away with the minimum of losses.
He knows about threats to national security of the country and Russia’s leadership. Back at the start of February, the minister for Russia’s foreign affairs Sergie Lavrov in an interview with the Polish media noted that the US plans on setting up anti-missiles shields was aimed at surrounding Russia. In his words, elements of the anti-missile shield have already been built or will be built in Alaska, California and North-East Asia, Associated Press reported. “Elements of the anti-missile shield system are been set up around the borders of the Russian Federation, and probably in the near future, we will be hearing about the locating of hundreds or even thousands of missiles-interceptors in various regions, including Europe,” believes the Russian foreign affairs minister. But in the same interview on the 08 February, S. Lavrov reassured that Russia would not apply pressure on Poland or other countries on the question of locating an anti-missile shield in Eastern Europe, in his words, Russia only wants so that its position on this question and all the concerns about it were heard by their international partners. Thus, Russia’s leadership knows about the threats, but is not taking any adequate retaliatory measures for protecting its own national security. TV pictures showing the renewing of strategic missile carriers in the Russian Air Force should not fool anyone. The Russian army is certainly not like the Soviet Armed Forces. It is sufficient to say that during the years of military “reforms”, the Russian Armed Forces have been reduced by 4 times: from 4.8 million people down to 1.2 million. We have repeatedly spoken about the pitiful state of the Russian Army in our published views including analytical materials by Major-General L.Ivashov (see for example “Raboche-Krestyanskaya Pravda” No 9(102), 2005).
In economic terms, modern imperialist Russia is by far not like Soviet Russia, Socialist Russia and moreso, incomparable in economic might with the USSR. The gap between the rich and the poor is growing (according to V. Putin in February 2008, the ratio is 1:15). Russia is the leading country in the world for the number of millionaires and dollar billionaires. Putin himself during the 8 years of his rule has become one of the richest people in the country (40 billion dollars).
At the same time, the process of the Russian people dying out is continuing at a faster pace, and first of all the Russian people themselves. Yearly, the population of Russian is falling at a rate at more than 1 million people. Even Russia’s leaders have been forced to recognize the catastrophic state of the country’s mortality rate. In one of his last program speeches as president of the RF, V. Putin was compelled to admit that every second man in Russia has no chance of reaching even 60 years old. Labour productivity in Russia is significantly lower than in developed capitalist countries. The present president of the RF D.Medvedev at one of his meetings was forced to admit that in separate branches of the economy, Russia is lagging behind by 20 times, per capita of power consumption of industry – by 10 -20 times behind the developed countries. 40 million people are living in an unfavorable environment including one million out of them – in an atmosphere with dangerous levels of pollution. In the textile industry, according to D.Medvedev’s words, 50% of the shabby budget fund is unable to fulfill the country’s demands. At the session of the Presidential Soviet in Dubn 20.04.08, Mr D. Medvedev, speaking about the state, admitted the fact that “we are a long way off the Soviet potential”.
The growth of prices and drunkenness are believed to be the biggest problems in Russia. According to statistics from 24.05.08, 67% of Russia’s citizens believe the rise in the cost of commodities and services to be the country’s main problem; 63% - drug addiction and alcoholism; 44% - the situation in the housing communal sector.
UKRAINE
In Ukraine, the situation with the working people is even worse than in Russia. The extra-ordinary elections into parliament which were held in September last year, and the formation of the so-called “democratic coalition” (NUNS-BYUT), the activity of the government of Y. Timoshenko and the “opposition”, the activity of the PR (Party of the Regions) –has shown the working people of Ukraine that 3 major groups of the bourgeoisie (NUNS-BYUT-PR) are locked in a bitter struggle for power. The interests of the people (the electorate) absolutely does not worry them. Since the beginning of the year, prices on the most important foodstuffs (including bread), transport and housing communal services have risen. The promised “Yulina thousand” was only handed out to 5 million people, costing in all, 5 billion hryvnia (Ukrainian currency); there was no more money available! And indeed in all, there were around 20 million who were to receive this thousand hryvnia.
Examples from the localities (second half of May – the start of July; data from the media):
- In Lugansk – rent has been increased, water bills have increased while the loss of water in the system due to leaks, stands at 70%;
In Lutsk – a statement by a woman who works as cleaner: “I receive 700 hryvnia a month, I pay 300 for rent. Can one live on this money?!
- In Zaporozhe – the cost for traveling on public transport has risen. A family of 4 spends on average of 400 hryvnia a month;
- Poltavsky Region – from the start of the year, rent has risen 2.5 times (!)
- In Lvov – the price of bread has been increased again, several months ago;
- In Odessa – bread went up at the start of April (a French loaf which cost 3 hryvnia 5 kopiykas, costs 3 hryvnia 70 kopiykas);
Price increases for bread in Kiev and Kharkov have been noticed.
The cost of a litre of diesel is already over 7 hryvnia (which exceeds the cost of AI-95 petrol), which various dealers and traders are making money on. This is why the cost of diesel fuel each time increases namely in the sowing and harvesting periods. Undoubtedly this autumn will see another increase in the price of bread and other food products.
The government is already proposing gas bills increase by 8-13%.
The cost of higher education is fast going up. In this year alone, this increase has been from 10 – 50%. Thus, on average, students get 20 thousand hryvnia, students receive payment for studying to become lawyers and diplomats; 12.5 thosand hryvnia year makes up the tuition fee in Kharkovsky Judicial Academy; the fee for studying at the T.G. Shevchenko Institute for International Relations costs 20 thousand hryvnia, etc.
It would already seem the authorities are obliged to care about the financial maintenance of the employees of Ukraine’s State Security. The operatives of the Security Service of Ukraine (SBU) have nicknamed it “poverty service Ukraine” and have been forced to leave the service due to low pay. At the same time the SBU is under the watchful eye of the USA. Thus, this year, the US ambassador in Ukraine W. Taylor together with the chairman of the SBU Nalivaichenko, handed out diplomas to graduates of the SBU training college.
It should be noted that Ukraine occupies leading position in the world for the number of alcoholics – we have one million of them, (every year in the world, 2.3 million people die from alcoholism), it occupies first place in Europe for the spread of AIDS. The AID-s epidemic in Ukraine presents the greatest threat in Europe. Every 100th pregnant woman is infected with HIV. By level and speed of the spread of AIDS, Ukraine has been compared to the poorest countries of Africa and the Caribbean. There is yet another problem – smoking. And here Ukraine occupies first place in the whole world (!) in the shear numbers of smokers; in the number of child smokers – Ukraine occupies second place (after Chile). Every year in Ukraine, 100 thousand people fill the ranks of smokers, and the total number of smokers amounts to 12 million people! At the same time, each year the same 100 thousand people die from smoking related diseases.
Just by official statistics alone, during the years of “independence” 305 villages have disappeared from the face of the map of Ukraine (and with this, one needs to take into account that if even just one person lives in a village, then this village is considered a village in existence).
With the entrance into the WTO, GM foods have been flooding into Ukraine, which places under threat the very existence of future generations (in the EU, GM-foods have to be labeled as such, but not in Ukraine, where such demand does not exist).
The ruling orange regime, like its predecessors continues, by demand of the West, to implement a policy of destruction of the population of Ukraine: including with the help of vaccinations of untested and poor quality medical drugs; by way of alcoholism, drunkenness and smoking (each year, in Ukraine 120 million hryvnia are spent just on advertising alcohol and tobacco. The destruction of Ukraine’s coal industry is well underway, together with the miners and miners’ families.
On 29th June, on Youth Day, a bloody tragedy occurred in the village of Bogorodchana Ivano-Frankovsky Region. A drunk 22 year old policeman-traffic officer driving in a foreign-built car, drove at high speed into a crowd of people who were celebrating this day. As a result, a 13 year old girl was killed instantly on the spot, and a 30 year old woman died in hospital after 3 days. Her 5-year old daughter has now been left without a mother. Many people with various injuries finished up in hospital. The Youth Day celebration took place along the main street Bogorodchan, along a highway of state significance, the so-called “presidential highway”. The type of president – the same type of highway! The type of “chief of police of the country – the type of policeman!”. And we not just talking about a young drunken scumbag (according to unverified statistics, his father works in the regional highway police headquarters of the Ministry of the Interior and is not short of any money. In total, in the Bogorodchansky district since the beginning of the year, 23 accidents have happened, 9 people have been killed, 26 traumatized and in the majority of cases – due to drunk drivers), but and in the very organisation of the celebratory day which was held on the main street of the village. At the same time, there is no money in the village budget for the reconstruction of the stadium and the simple lighting up of it.
We, Bolsheviks, have to WARN the working people of Ukraine that if we shall carry on just aimlessly “floating along on the waves” and not fight for our rights, for our lives, then we – the people of Ukraine will soon be wiped out and only the territory where there once lived Ukrainians, will remain.
And here is the result. The ratio between the wealthiest and poorest in Ukraine stands at 1:40 (that is, the ratio of the level of incomes of 10% of the poorest layer of the population of Ukraine against 10% of the richest people).
For taking the attention of Ukraine’s working people away from their disastrous condition, the president of Ukraine – Victor Yushenko constantly asserts the “golodomor-genocide” (state famine) in 1932-1933, in all his foreign trips he appeals to the leaders and parliamentarians of other countries with a request that they recognize the famine of 1932-1933 to be a “golodomor” and “genocide”, blaming Bolshevism and the Stalin leadership in the USSR for all of this.
The president, government and parliament in the face of its speaker are doing everything they can to drag Ukraine into NATO more quickly and place pit Ukraine against Russia. And the Party of the Regions only in words is against NATO, but in deeds always votes in favour of toeing the NATO line, in particular, the Regionals voted in parliament “for” the holding of NATO military exercises this year on the territory of Ukraine, from May until November.
The president is encouraging the growth of nationalism in Ukraine. And this is being done in order to steer the working people away from the main cause of their troubles and suffering – CAPITALISM, and pit working people against each other on national, religious etc, signs and differences.
Thus, in Ivano-Frankovsk at the end of June, a celebratory occasion was held to mark the 65th anniversary since the forming of the SS “Galchina” division, honoring the veterans of this division, that is, honoring fascists. The authorities officially did not take part in this event, but assisted in organizing and holding it, and several bureaucrats to honor them.
Lvovsky Regional Soviet came out with an initiative to abolish Victory Day (held on 9th May).
On the 1st May, the Day of International solidarity of the working people in Kiev, a parad of young fascists took place alongside the demonstration and meeting of working people of Ukraine.
V. Yushenko is doing everything in order to strain relations with Russia. At the end of May, he gave the Order for the withdrawal of the Russia’s Black Sea Naval Fleet from Ukraine in 2017. Preparations are underway for the celebration of the 350th year (1659) of the so-called Konontopsky battle, in which, like the exclusion in history of brotherly relations of the two peoples, Ukrainian and Russian soldiers clashed with each other. Besides, by this, V. Yushenko is showing that he is not against in the future, to aggravate the two brotherly people into a brother-killing war.
Our main task is to raise up the working class, working people of Ukraine to the struggle for the overthrowing of the hated anti-people’s bourgeois regime.
And for this, it is necessary to connect Bolshevism with the workers’, protest movement of the working people, with the struggle of the working people of Ukraine for their rights.
In this plan, it would be rather useful for us to turn to the experience of the forming of the party of Bolsheviks under the leadership of V.I. Lenin, to the activity of the social-democrats (thus in the period up to the VII Congress of the Russian Communist Party (Bolshevik), it was called Bolsheviks) of the end of the 19th - start of the 20th centuries.
This is how V.I. Lenin describes the work of a local social-democratic circle of that period, in the work “What is to be done?” (written in Autumn of 1901 –February 1902) when he spoke about how it was well known to everyone that the wide spreading and strengthening of the economic struggle of the Russian workers went hand in hand with the creation of “literature” of economic (factory and professional) exposures. The main content of the “leaflets” was the exposures of the factory order, and among the workers soon sparked up true passion towards exposures. As soon as the workers saw that the circles of social democrats want and can supply them with a new type of leaflet, which spoke the whole true about the impoverished life, the immeasurable heavy labour and rightless situation of them, they started, one can say, getting correspondence from plants and factories.
Further on, Lenin continued about this “exposing literature” causing a huge sensation not just at that factory, where the leaflet sharply criticized the existing order, but at all the factories, where something was heard about revealed facts. And since the needs and problems of the workers of various branches and professions have much in common, then the “truth about working life” excited everyone.
I want to note that in that work by V.I. Lenin, he criticizes the so-called “economists” (an opportunistic trend in our party during the period of its founding) not for the fact that they occupied themselves with the above indicated work among workers, but for the fact that they centred the entire task of social democracy on this work alone and this struggle, the economic struggle (trade-unionist – in the terminology of that period), not leaving the framework of the struggle within the bourgeois system, and not threatening a single thing, neither the autocracy, nor the bourgeoisie.
At the same time, Lenin noted that Engels recognized not only two forms of the great struggle of social-democracy (political and economic), - like this is done by the party at that time, but three, by placing the theoretical alongside them. Fredrick Engels (“The Peasant War in Germany”).
And Lenin places the task to raise up the social-democratic struggle to its highest level, to the political, theoretical struggle, directing social-democracy towards the overthrowing of the autocracy.
He emphasizes that the working class itself cannot construct socialist ideology, that the task of instilling political consciousness into the ranks of the working class lies on the shoulders of its party, its vanguard – the party of the working class.
That is also how things stand with us. Are we occupied with the economic struggle of the proletariat which makes up the basis, the material basis of the entire proletarian class struggle. Unfortunately, we practically do not. More precisely, we do this, but very weakly and very irregularly.
After the 4th party congress, having placed the task of activizing the work of the, local party organisations in work collectives and taking part in all acts of protest - three years have already passed. But unfortunately, the given work has not been well fulfilled by our comrades. Correspondence to the newspaper “Raboche-Krestyanskaya Pravda” from the localities bears witness to this.
Vinnitskaya party organisation. Only one article was received on the trade union struggle at one of the enterprises in the town.
Ladizhinsky – one piece of material reflecting the protest work of the party organisation against the renaming of the town’s streets, the destruction of the green area, the liquidation of the House of Culture, etc.
Umansky - participation in several acts of pretests against the privatization of the cinema and against the removal of Soviet memorials.
Bryankovskya – several pieces of material in support of miners fighting for their rights.
And that maybe, is just about all.
The Donetsk organisation used to more or less actively take part in the struggle of the working people and miners for their rights. But unfortunately, after the 4th party congress, the Donetsk comrades starting doing less work. And so, the period described by Lenin, was a period when the social-democrats were dealing with mainly only the current workers’ struggle, not leaving the framework their root economic interests, which Lenin sharply criticized.
In our time, the party is occupied mainly with the theoretical struggle. The participation of the Bolsheviks in everyday economic struggle of the working people for their rights is largely absent. And, as a result, there is practically no participation by them in the political struggle and the political life of the republics of the ex-USSR.
We have already repeatedly pointed out the reasons for this. I think it is necessary to remind the reader about them once more.
Firstly, this is the result of the counterrevolution which took place in our country. As a result, the working class, the working masses became disappointed with the communists, who had voluntarily, without any fight whatsoever, gave away their power and allowed for the destruction of the Great Power – the USSR to occur. And to again win back the trust of the working people is going to be very difficult.
Secondly, during the 70 or more years of Soviet power and socialism, the working people lost the skills in having to fight for their rights, especially in the Khruschev-Brezhnev period, since the basic rights of a working person were provided and guaranteed by the Soviet socialist state. The communists also lost touch on how to carry on such a struggle.
Thirdly, from the previous – is our lack of skill (and in a some cases, non-desire), to occupy ourselves in the given daily work.
But namely the participation in this struggle is the main task of the Bolsheviks. We, Bolsheviks are the party of the working class, and it is our duty to live the life of our own class, reflecting in our activity its most inherent root interests.
From here flow the tasks, that stand before each local party organisation:
- participate in the daily struggle of the working class, working people for their rights;
- namely in the flow of this struggle, instill political class consciousness into the ranks of the working class;
- with this, not to invent any forms of struggle, and emanating from the conclusion of V.I. Lenin about the fact that Marxism differs from all primitive forms of socialism by the fact that it does not connect movements with any single form of struggle. It recognizes the various different forms of struggle, which is why they do not need any “inventing”, but only generalizes, organizes, instills consciousness to those forms of struggle of the revolutionary classes, which come about themselves in the flow of the movement;
- to systematically publish leaflets with exposures of the existing orders. Lenin emphasized that one of the main conditions for the necessary spreading of political agitation is the organisation of all-round political exposures. Otherwise, the political consciousness and revolutionary activity of the masses cannot be taught on the basis of these exposures.
- Lenin emphasizes the importance of introducing the widest possible political agitation, and consequently the organization of general political exposures is the absolute necessary and persistent of all necessary task of activity.
These are in my opinion the main tasks of our Bolshevik work.
Only if we will constantly work in the working class, take the most active and direct participation in the protest movement of the working people, only then can we closely connect Bolshevism with the workers’ movement. Only then, can we solve the task set by V.I. Lenin before social democracy (that is, before the Bolsheviks) still at the start of last century, and namely:
The whole task is to get stronger in the working class.
And Lenin concludes that the vanguard of revolutionary forces in our time is only the party that can organize a truly all-peoples exposures.
That means to organize all-peoples political exposures in our time also. And this means the following. The CC of our party, the party’s General Secretary, the Secretary of the CC in the framework of the functions designated to them by the party, are occupied with political exposures that is the revealing of the entire falsity and lies, unmasking the anti-people’s exploitative character of imperialism which is leading human civilization into a dead end, right up to including its own self-destruction. The anti-people’s character of the ruling regime in Russia, the ruling regimes in the republics of the ex-USSR are also being unmasked by the CC and the General Secretary of the CC AUCPB N.A. Andreeva. The Ukrainian Buro of the CC AUCPB and the editorial board of the newspaper “Raboche-Krestyanskaya Pravda” is occupied with the unmasking the essence of the anti-people’s character of the ruling bourgeois regime in Ukraine, the pro-American Banderite-neo-fascist orange regime of V. Yushchenko. But in order the exposures truly began to carry an all-peoples character, it is necessary to exposure the existing orders already at the regional, city, district, country and village level, and this has to be done systematically and not from event to event, regional and local party organisations. This is why together with political exposures it is necessary to organize and constant economic exposures of the existing bourgeois orders at separate enterprises, factories, plants, mines, agricultural enterprises, and learning institutions, etc. In the leaflets printed in the localities, the demands of the working people must be reflected against the growth of prices and tariffs, for wage increases, student grants, pensions, against layoffs, the closure of enterprises, etc. Only in this case of the exposures of the ruling regime, going from lower to higher, it gains an all-peoples character. Only in this case, the working class, the working masses recognize in our party the vanguard, not just theoretically, not just in words, but also in deeds and then, the masses will follow us.
And Lenin emphasizes that the work of political agitation across the whole of Russia, lighting up all sides of life and directed at the broadest masses are unthinkable without a common Russian newspaper published very frequently. Which is why V.I. Lenin demanded the supplying of a weekly newspaper, regularly distributed in tens of thousands of copies across the whole of Russia.
Meanwhile, the “Raboche-Krestyanskaya Pravda is published with a circulation of 8 thousand copies and comes out only once a month. And in separate organisations, there is trouble even distributing several copies of the newspaper in their own localities, not already speaking of several members not paying the editorial payment from sales.
In order for us to raise ourselves up to the level of the Leninist demands (and this is in modern conditions, the minimum level, indeed 100 years ago, there was no radio, no TV-s or Internet), and it is necessary to connect Bolshevism with the workers’ movement, then provide our party with a firm, wide and steady basis and allow the increase the circulation and frequency of publication of the newspaper.
And so, we can draw the following conclusions:
1) the local party organisations are to transfer the centre of gravity of their party work into labour, work collectives, learning institutions, youth collectives and also where possible, into military bases and other enforcement structures. This is why it has to be understood that officially, nobody will allow us over the threshold of a military base or factory gate. Consequently it is necessary to find on the path of establishing contacts with workers’ and collective representatives, via them, obtain information about the situation of things at a given enterprise, on this basis publish leaflets with the main demands of the workers. Only then, when the working people see that we are defending their everyday interests and needs, they will turn their faces towards us. From here is flows point 2
2) Take the most active participation in the daily struggle of the working people for their rights and inherent interests, reflecting the situation of things in this or that work collective (learning institution, etc.) the main demands of the working people of a given village, town, district.
3) Party organisations, working in the district centres and villages directly connected with the working people of the country, are to take part in their life and activity and struggle for their rights and publish leaflets on a given question.
4) In the flow of this work, we are to instill political consciousness into the ranks of the fighting working people, spread propaganda, distribute our Bolshevik ideas and views and explain our party Program, the materials and decisions of congresses and Plenary sessions of the CC AUCPB, materials of the sessions of the Ukrainian buro of the CC. With this aim, we are to actively distribute our Bolshevik press, to carry on verbal agitational-propaganda work.
5) Regularly send to “Raboche-Krestyanskaya Pravda” materials and correspondence about their daily activity, published newspapers, photographs for their publication, the summarizing and exchange of experience of work and struggle.
6) Every party organisation is to create a library of Marxist-Leninist literature for the organisation of political studies for member of the party and their sympathizers.
ABOUT WORK WITH POLITICAL PRISONERS
The most important direction of our activity is the work with political prisoners. The editorial board of “Raboche-Krestyanskaya Pravda” was successful in setting up contacts with many young political prisoners of Ukraine on the “Odessa case” as well as on the so-called NRA (political prisoners in Russia). On the pages of newspapers there has been systematically published and continue to be published letters and materials by A. Gerasimov, A. Yakovenko, I. Romanov, O. Alexeeva, N. Raks, when they were in prison, L. Romanov, and other comrades.
I want to remind the reader that on the so-called “Odessa case No 144” 11 people were held criminally responsible. Young communists and Komsomols were accused of the violent overthrow of a constitutional system and the seizing of state power in Ukraine, of terrorism, gangsterism, fights and killings. A number of other people were accused of committing crimes, but after the arrest of the Komsomols, those and other unsolved crimes were “hung” on them. In July 2004 by decision of the Odessa regional court of appeal, the Komsomols were sentenced to extremely lengthy prison terms: A. Yakovenko and I. Danilov – 14 years, O. Alexseev – 13 years, B. Zinchenko – 12 years, A. Gerasimov – 11 years, I. Romanov – 10 years, A. Smirnov – 8 years, A. Plevo – 6 years (all of them have had their possessions confiscated). E. Semenov and N. Polskaya – 3 and 4 years, conditional. Sergei Berdyugin died in prison as a result of brutal torture.
In May 2003, the Putin regime in Russia after several years of judicial examination and a earlier investigation into the so-called “HRA case” (New revolutionary alternative), sentenced for the allegedly carried out by them in 1998 and 1999 in Moscow, two bombings by the FSB (former KGB) reception and also the blowing up of the statue of Nicolai II (Russia’s last Tsar) in Podolksk, Komsolmols to lengthy prison terms: Nadezhda Raks – 9 years, (recently released from prison almost blinded), Larisa Romanov (a mother of two children) – 6.5, Oleg Nevsky – 6 years in prison.
All of these “cases” and extremely severe and mindless sentences follow one aim – to frighten the young people who rise up to the struggle against the anti-peoples ruling bourgeois regimes, to the struggle for the revival of Soviet power, socialism and the rebirth of out great Soviet Motherland. But no matter how the authorities (in the republics of the ex-USSR) try to silence and suppress all those people dissatisfied with their anti-peoples, pro-American thieving policy, more and more new ranks of the fighters are rising up to the struggle. The revolutionary process for the liberation of our Soviet Motherland from pillage and destruction, and the working people – from exploitation and oppression, is gathering strength. New ranks of fighters are joining the revolutionary process. And the revolutionary youth serves as an example to all of us, who are challenging the exploiters and traitors.
Our task, the task of the party organisations, supporters and sympathizers of the AUCPB and distributors of the Bolshevik press, is to set up contacts with political prisoners in their localities, provide them with moral support and, where possible, material assistance too.
The editorial board of the newspaper “Raboche-Krestyanskaya Pravda”, on their side, will be continuously publishing material on the political prisoners, informing the public of the ex-USSR about the struggle being carried out by them for the defence of their views and convictions even inside prison walls, and morally support the young fighters.
The newspaper “RKP” always publishes material on the Cuban Five – five great Cuban patriots – Gerardo Ernandes Nordelo, Ramon Labanino Salasar, Antonio Gerrero Rodriges, Fernando Gonsales Lort and Rene Gonsales Sehwerert , - who had averted a number of terrorist acts in relation to Cuba and the leader of the Cuban revolution Fidel Castro, and had been extremely long prison sentences in US prisons, (three of them - life imprisonment).
To end my report I’d like to quote Lenin’s words:
“The aim of social-democracy, (that is , Bolshevism – lies in the root transformation of the conditions of live of all of humanity, therefore it is not right to “complain” about the question of the lengthy work involved.”
I have no doubt about the fact that no matter what the difficulties and trials are that lie ahead on the path of revolutionary struggle, we will definitely achieve victory!
